92-146 City of Chanhassen Carver and Hennepin Counties, Minnesota DATE: December 14, 1992 RESOLUTION NO: 92-146 MOTION BY: Dimler SECONDED BY: Mason A RESOLUTION SUPPORTING THE SMOKE-FREE DAY CARE BILL WHEREAS, the Federal Environmental Protection Agency has found that secondhand tobacco smoke is a Group A carcinogen, a category it shares with radon and asbestos; and WHEREAS, secondhand tobacco smoke has serious effects on the health of children, including increased prevalence of bronchitis and pneumonia; increased coughing, wheezing, and mucus production; increased middle ear effusions (runny ears); reduced lung function; and reduced rate of pulmonary growth and development. WHEREAS, children in licensed day care centers, which are smoke-free by law, receive adequate protection from secondhand smoke in the centers; NOW, THEREFORE, BE IT RESOLVED that the Chanhassen City Council urges the State Legislature to require all licensed family day care homes to be smoke-free during hours of operation.
