REGULAR MEETING
MINUTES
MARCH 20, 2023
Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of
Allegiance.
COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilman von Oven, Councilman
Kimber, Councilwoman Schubert, and Councilman McDonald.
COUNCIL MEMBERS ABSENT: None.
STAFF PRESENT: Laurie Hokkanen, City Manager; Matt Unmacht, Assistant City Manager;
Charlie Howley, Public Works Director/City Engineer; Ari Lyksett, Communications Manager;
Kim Meuwissen, City Clerk; Priya Tandon, Recreation Supervisor; and Sharmeen Al-Jaff,
Senior Planner.
PUBLIC PRESENT: None.
PUBLIC ANNOUNCEMENTS:
1. Invitation to 2023 Easter Egg Candy Hunt
Mayor Ryan stated that the city, with the support of local Community Event Sponsors, is proud
to announce the second community event of 2023, the 40th Annual Easter Egg Candy Hunt.
Area residents, their families, and friends are invited to join in on Saturday, April 8, at 9 a.m. or
10 a.m. at City Center Park for the annual hunt.
2. Proclamation Designating March 31, 2023, as Sharmeen Al-Jaff Day
Mayor Ryan read the proclamation aloud, noting the 31st day of March, 2023, as Sharmeen Al-
Jaff Day. She shared Ms. Al-Jaff’s history within the city and stated that on behalf of
Chanhassen residents, businesses, and community groups alike, this day shall pay tribute to and
recognize the substantial contributions Sharmeen has made to protect the community’s health,
safety, and quality of life.
Ms. Al-Jaff stated that it has been an honor and a privilege to work for the city, and everyone has
been a beautiful part of her life. She thanked the city for giving her the opportunity to work for
them.

CONSENT AGENDA: Councilman McDonald moved, Councilman Kimber seconded that
the City Council approve the following consent agenda items pursuant to the City
Manager’s recommendations:
1. Approve City Council Minutes dated March 13, 2023
2. Receive Environmental Commission Minutes dated February 8, 2023
3. Receive Economic Development Commission Minutes dated February 14, 2023
4. Approve Claims Paid dated March 20, 2023
5. Approve Interim Use Permit for Oak Creek Wholesale Nursery
6. Approve an Encroachment Agreement between the City of Chanhassen and Fox Hill
Properties, LLC.
7. Approve an Encroachment Agreement between the City of Chanhassen and Fox Hill
Properties, LLC.
8. Award Low Quote, 2023 4th of July Tents, Tables, and Chairs
9. Approve Publication of Request for Qualifications for Civic Campus Architect Services
10. Award Contract for 2023 Pothole Patching

12. Resolution 2023-29: Approve Plans and Specifications and Authorize Advertisement for

13. Resolution 2023-30: Approve Settlement Agreement for Parcels 14 and 20 as part of the
CSAH 101 Improvement Project
All voted in favor and the motion carried unanimously with a vote of 5 to 0.

PUBLIC HEARING: None.
GENERAL BUSINESS
1. Minnetonka Middle School West Access Improvement Project Update
Director of Public Works/City Engineer Howley gave an update on the potential roundabout at
the Middle School, noting that both a traffic signal and roundabout were studied and MnDOT
was only in support of a roundabout. He shared about the project noting it would help improve
congestion at the entry during peak times; the overall project cost is $2,800,000, and he spoke
about a number of positive changes since the last update. The new Superintendent and School
Board met with the city and had a successful meeting. Mr. Howley shared that the District is

planning a parking lot improvement this summer, which will greatly mitigate backups and take
the stress off the line of vehicles during drop-off and pickup. The district has tentatively agreed
to be a funding partner in the roundabout project and Mr. Howley noted that the city is
requesting a formal letter stating that intention. He shared that the city has also met with the Met
Council, who are in support of the project, and a consultant was hired to prepare a graphic
visualization of the roundabout. He showed the parking lot and roundabout plan on screen.
Regarding funding, Mr. Howley noted the city received State funding of $1,500,000 and will be
submitting for a $700,000 grant, $100,000 from the City’s Pavement Management fund,
$100,000 from the City’s Storm Water Management fund, and $400,000 from the School
District.
The Councilmembers discussed pedestrian crossings and the risk of the District pulling their
funding if the parking lot improvement mitigated traffic enough to meet their needs.
Mr. Howley noted there is a risk that the district would take that position, but he is being told it is
a small risk.
2. Appeal of 6621 Minnewashta Parkway: Consider a Request for Variances for the
Construction (NOTE: This item was asked to be tabled from the agenda by the
Applicant)
Councilwoman Schubert moved, Councilman von Oven seconded to table the Appeal of
6621 Minnewashta Parkway, pursuant to the request of the applicant. All voted in favor
and the motion carried unanimously with a vote of 5 to 0.
COUNCIL PRESENTATIONS.
Councilman von Oven gave a presentation on the adopt-a-drain project, noting that he is
suggesting a friendly competition to increase the adoption of storm drains to keep them free of
debris. The contest will begin on April 14, will help keep the lakes clean and healthy, and the
winner gets bragging rights. He encouraged everyone to share the project on their social media
accounts to spread the word regarding the competition.

The Chanhassen City Council went into closed session at 7:40 p.m. pursuant to State Statute
13D.05 Subdivision 3.

Councilman McDonald moved, Councilwoman Schubert seconded to adjourn the meeting.
All voted in favor and the motion carried unanimously with a vote of 5 to 0. The City
Council meeting was adjourned at 8:26 p.m.
