06-05-2023 City Council Regular Meeting MinutesCHANHASSEN CITY COUNCIL REGULAR MEETING MINUTES JUNE 5, 2023 Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of Allegiance. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilman McDonald, Councilman von Oven, and Councilman Kimber. COUNCIL MEMBERS ABSENT: Councilwoman Schubert. STAFF PRESENT: Laurie Hokkanen, City Manager; Charlie Howley, Public Works Director/City Engineer; Jerry Ruegemer, Park & Recreation Director; Ari Lyksett, Communications Manager; and Kim Meuwissen, City Clerk. PUBLIC PRESENT: Amanda Hawkins 7136 Utica Lane, Chanhassen PUBLIC ANNOUNCEMENTS: None CONSENT AGENDA: Councilman McDonald moved, Councilman Kimber seconded that the City Council approve the following consent agenda items 1 through 9 pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated May 22, 2023 2. Approve Parks & Recreation Commission Minutes dated April 25, 2023 3. Receive Commission on Aging Minutes dated April 21, 2023 4. Approve Claims Paid June 5, 2023 5. Approve Encroachment Agreement between the City of Chanhassen and Colby Skelton and Charlotte Skelton 6. Approve Temporary On-Sale Liquor License, St. Hubert Catholic Community, Harvest Festival September 23, 2023 7. Approve Agreement for Library A/C Condenser Repair 8. Resolution 2023-XX: Approve Construction Materials Testing Agreement for the 2023 City Pavement Rehabilitation Project (Project No. 23-01) and the 2023 Mill and Overlay Project (Project No. 23-04) City Council Minutes – June 5, 2023 2 9. Ordinance XXX: Consider Amending Chapter 20, Zoning, Chapter 18, Subdivisions, and Chapter 13, Nuisances All voted in favor and the motion carried unanimously with a vote of 4 to 0. VISITOR PRESENTATIONS. Amanda Hawkins, 7136 Utica Lane, Chanhassen, shared that residents on Utica Lane are concerned about the traffic on Powers Boulevard, especially with the new shopping center and the park. Area children cross this roadway often, but there is no crosswalk. She requested that the City consider a crosswalk like the Lake Lucy Road crossing. Mayor Ryan stated that the traffic safety committee would review this and provide feedback. Powers Boulevard is a county road. The crosswalk on Lake Lucy Road was a joint effort with the County. Ms. Ryan recognized her concern and stated that the resident would receive a follow-up about her concern. PUBLIC HEARINGS. None. GENERAL BUSINESS. None. COUNCIL PRESENTATIONS. None. ADMINISTRATIVE PRESENTATIONS. City Manager Laurie Hokkanen shared that the City and State are observing Juneteenth as a public holiday so city offices will be closed. The next City Council Meeting will be held on June 26. CORRESPONDENCE DISCUSSION. None Councilman von Oven moved, Councilman McDonald seconded to adjourn the meeting. All voted in favor and the motion carried unanimously with a vote of 4 to 0.
