WHEREAS, the paper ballot process for Chanhassen elections
is cumber some and costly, due to the time involved
in counting ballots; and
WHEREAS, only two types of voting machines are available
as alternates to this process, the lever-type
machine and the computer punch-card machine; and
WHEREAS, the computer punch-card machine, also known as
Votomatic, is the only economic alternative to
the City of Chanhassen, due to the excessive cost
of the lever-type machine; and

WHEREAS, there is only one manufacturer and distributer of
the Votomatic system.
NOW, THEREFORE, BE IT RESOLVED That the Chanhassen City Council
has determined that there is no economic alternative to the Votomatic
voting machine available, that competitive bidding would produce
no other bidders and that it would be a waste of time and money
to use the traditional bidding process.
BE IT FURTHER RESOLVED, that the Chanhassen City Council directs
the City Manager to negotiate the best possible price for the necessary
Votomatic machines and related equipment and to order said equipment
in time for the 1980 elections, including time for an orderly
voter education program.
