WORK SESSION
JUNE 24, 2002
Mayor Jansen called the work session to order at S:3S p.m.
COUNCIL MEMBERS PRESENT: Mayor Jansen, Councilman Labatt, Councilman Boyle,
Councilman Ayotte, and Councilman Peterson
STAFF PRESENT: Todd Gerhardt, Kate Aanenson, Roger Knutson, Beth Hoiseth, Justin
Miller, Bob Generous, and Todd Hoffman
PLANNING COMMISSION MEMBERS PRESENT: Alison Blackowiak, LuAnn Sidney,
Steve Lillehaug, Uli Sacchet, Craig Claybaugh, and Bruce Feik. Rich Slagle arrived late.
A. JOINT MEETING WITH THE PLANNING COMMISSION.
Mayor Jansen asked each Planning Commissioner their opinion of what they feel their role as a
commissioner should be and if they had any concerns. The two major areas of concern were
regarding variances and the number of tablings that have been occurring at Planning Commission
meetings. The next joint meeting between City Council and Planning Commission members is
scheduled for September 30, 2002.
B. DISCUSSION OF RENTAL DWELLING LICENSES AND PROPERTY
MAINTENANCE CODE.
Mayor Jansen explained that this item was brought to the City Council to make sure staff is on the
right track and going in the right direction. Kate Aanenson and Beth Hoiseth provided
background information on what staff has done to date and the meetings held. Kate Aanenson
asked City Council to consider adding an additional staff person to run this program. Beth
Hoiseth stated the group went the rounds over revoking licenses on a per unit versus premise
basis, and decided to recommend revoking the unit if there are 3 violations within one year.
Roger Knutson discussed his knowledge of what's being done in other cities. Councilman Labatt
asked if this could be a self supporting program with the fees charged. Roger Knutson stated it
must be a non-revenue generating program.
The City Council recessed the work session to attend the regularly scheduled City Council
meeting. They reconvened at 9:00 p.m. to finish the work session items.
Councilman Peterson expressed a concern over the amount of work involved with enforcement.
Councilman Boyle said the staff had done a very thorough j ob and issues can be refined during
the public process. Councilman Ayotte asked that the staff implement milestone schedule for
events to gauge how the program is going. Mayor Jansen asked that staff provide a outline for
the public process. Roger Knutson said based on his experience, he did not think enforcement
and implementation of this program would take a lot of staff time. Mayor Jansen stated she was
comfortable with the project and would like to see an implementation schedule.

C. UPDATE ON SUBDIVISION OF THE ROSEMOUNT PROPERTY.
Todd Gerhardt showed a map of the Rosemount property and the intended subdivision. He asked
council for direction on how they would like to proceed. Councilman Ayotte asked if Rosemount
intended to stay on the property. Councilman Peterson asked what the City gave Rosemount as
incentive to build on this site. Mayor Jansen directed staff to continue with negotiations,
preferring that the tree lot stay the same and exploring other alternatives with the rest of the lot.
Councilman Boyle asked about the tax implications with keeping part of the property as open
space. Mayor Jansen stated the consensus she was hearing from council was to keep negotiating
but that Rosemount would need a really terrific proposal for City Council to consider subdivision.
D. STRATEGIC PLAN - TAXATION.
Todd Gerhardt advised the City Council that he was going to be implementing a plan for future
City Council's to follow that will replace the current budget process. On July 22, 2002 at 5:00
the City Council will have their first of four hour and half meetings with Ehlers and Associates.
Councilman Peterson asked what the cost will be. Todd Gerhardt stated he did not know and
would find out, but even if it was $50,000, it was money well spent.
Mayor Jansen adjourned the work session meeting at 10:00 p.m.
