10-30-2023 City Council Special Meeting MinutesCHANHASSEN CITY COUNCIL SPECIAL MEETING MINUTES OCTOBER 30, 2023 Mayor Ryan called the special meeting to order at 7:00 p.m. The meeting was opened with the Pledge of Allegiance. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilman McDonald, Councilman von Oven, and Councilman Kimber. COUNCIL MEMBERS ABSENT: Councilwoman Schubert. STAFF PRESENT: Laurie Hokkanen, City Manager. PUBLIC PRESENT: Jennifer Ray 775 West 96th Street Linda Norderhaug 7603 Frontier Trail PUBLIC ANNOUNCEMENTS: None. CONSENT AGENDA: Councilman McDonald moved, and Councilman von Oven seconded that the City Council approve the following consent agenda items 1 through 20 pursuant to the City Manager’s recommendations: 1. Approve City Council Minutes dated October 9, 2023 2. Receive Planning Commission Meeting Minutes dated September 19, 2023 3. Receive Park and Recreation Minutes dated September 26, 2023 4. Receive Commission on Aging Minutes dated September 15, 2022 5. Receive Environmental Commission Minutes dated September 13, 2023 6. Receive Economic Development Commission Minutes dated September 12, 2023 7. Approve Claims Paid dated October 30, 2023 8. Approve Site Plan Agreement (SPA) for RSI Marine 9. Approve Extension of Variance 2022-04A for RSI Marine to September 12, 2024 City Council Special Meeting Minutes – October 30, 2023 2 10. Approve Maintenance Agreement with Riley Purgatory Bluff Creek Watershed District for public storm sewer installation related to the Xcel Service Center Site Plan Project 11. Authorize Execution of Stormwater Maintenance Agreement with Trouvaille Property LLC 12. Authorize Execution of Stormwater Maintenance Agreement with Northern States Power Company 13. Approve an Encroachment Agreement between City of Chanhassen and Caleb Palkert and Kirsten Palkert 14. Approve 1st Amendment to Agreement between City of Chanhassen and David and Anjuil Glaza related to property located at 2961 Washta Bay Court 15. Resolution 2023-80: Approve No Parking on Hopi Road 16. Resolution 2023-81: Extend Administrative Grading Permit #22-02 (2350 Timberwood Drive) Until May 15, 2024 17. Resolution 2023-82: Extend Administrative Grading Permit #21-05 (6609 Horseshoe Curve) Until November 30, 2024 18. Resolution 2023-83: Authorize Contract for Design and Construction Administration Services for the 2024 City Pavement Rehabilitation Project 19. Ordinance 717: Amending Chanhassen City Code, Chapter 1 – Definitions, Relevant to Central Business District Zoning District 20. Ordinance 718: Amending Chanhassen City Code, Chapter 7 Adding Exceptions for Interim Use Permits (IUP) for Grading Activities in Excess of 1,000 Cubic Yards All voted in favor, and the motion carried unanimously with a vote of 4 to 0. VISITOR PRESENTATIONS. Jennifer Ray, 775 West 96th Street, shared her concerns regarding the absentee voting ballot process. She handed out a printout from the League of Women Voters’ website and read a highlight from the selection. She wished Carver County would follow this absentee voting process, noting that Sherburn County, Wright County, and Anoka County passed voting resolutions to include a major party balance throughout the voting process. She requested the City Council visit Carver County to encourage this change via emails or attendance at the County Commissioner meetings. Linda Norderhaug, 7603 Frontier Trail, stated she was previously a leader with the League of Women Voters in Hennepin County. She shared that they previously verified every single vote City Council Special Meeting Minutes – October 30, 2023 3 during elections while following strict rules and regulations. She advocated setting a new standard to count votes by hand rather than a machine to ensure better accuracy. PUBLIC HEARINGS. None. GENERAL BUSINESS. None. COUNCIL PRESENTATIONS. Mayor Ryan visited a third-grade classroom at Bluff Creek Elementary School. The students requested Mayor Ryan take some votes. The first was how many would be in favor of Wacky Tacky Day. Council members raised their hands to affirm their support. The second was how many would be in favor of Crazy Hair Day. Council members raised their hands to affirm their support. Another student requested the City consider adding more football fields for youth leagues. ADMINISTRATIVE PRESENTATIONS. Laurie Hokkanen, City Manager, hosted a group of fifth graders who learned they could run for the City Council at the age of 18. They were excited about this opportunity. CORRESPONDENCE DISCUSSION. None. Councilman Kimber moved, and Councilman McDonald seconded to adjourn the special meeting. All voted in favor, and the motion carried unanimously with a vote of 4 to 0.
