Mayor Furlong called the work session to order at 5:00 p.m..
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilwoman Ernst, and
Councilwoman Tjornhom. Councilman Litsey arrived late.
COUNCIL MEMBERS ABSENT:
Councilman Peterson
PLANNING COMMISSION MEMBERS PRESENT:

DISCUSSION OF LODGING TAX, CHANHASEN CHAMBER OF COMMERCE.
Linda Walton and Mark Halla from the Chanhassen Chamber of Commerce were present to
discuss the lodging tax. Council members decided to move ahead with discussion of the lodging
tax during visitor presentations on the next agenda.
COMMERCIAL LAND USE STUDY, BARRY WARNER, SRF.
Barry Warner and Monique Mackenzie were present to update the Planning Commission and
City Council on the Land Use Plan, reviewing terminology and presenting three alternatives to
consider. The common theme in all three alternatives was neighborhood commercial. The
number one option was a conservative downtown expansion. Number two, expand downtown
with growth across Highway 5 and west of Powers Boulevard, southeast and northeast to remain
residential, and assuming the Eckankar site will remain the same. Some sort of pedestrian
crossing of Highway 5 will be necessary to make this concept successful. The third alternative
was option number 2 plus a regional center at Highway 312/Lyman and Powers Boulevard.
Barry Warner provided handouts with factors to consider in evaluating all options. The question
was brought up, if option 3 occurs, won't development creep between the regional mall and
downtown. Barry Warner stated it wouldn't because it doesn't meet the plan and there is existing
development. He noted that communities can't control the market but they can control where the
market goes in their community. With all three options, residential property owners would not
change their current use.
Mayor Furlong adjourned the work session at 7:00 p.m..
