The report outlines how the Sheriff's Department determines staffing levels. They use three (3) factors in determining the levels of police service for Chanhassen. . "Policing Factors" includes response times to emergencies, visihility in the community, traffic enforcement presence, etc. . "Community Factors" includes population, housing types (single family vs. multiple family), number of local roads, types of commercial property, etc. . "Average Sworn Law Enforcement Officers per 1,000 Inhabitants." The Sheriff's Contracting Committee recommends .8 officers for each 1,000 population. Chanhassen is currently at .54. In the past, Chanhassen has used community factors in determining our law enforcement service levels. Back in 2004, we added law enforcement to keep up with increasing population and new commercial developments. The same is true for today. The community factors that will determine our needs are as follows: . 2008: The opening of Highway 212/312 means more calls for service, accidents, car fires, etc. . 2009: The opening of the Chanhassen High School will bring the need for a School Liaison Officer and additional calls for service. . 2010: The opening of the 2005 MUSA area will bring an increase of about 800 to 1,000 new residents by 20lO-again increasing the calls for serVIce. Mayor and City Council May 22, 2007 Page 2 To meet this need, the Carver County Sheriff's Office and staff are proposing adding one additional law enforcement personnel for the next three years as follows: . 2008-Add % of a Full-Time Investigator (paid by the City) and % of a School Liaison Officer (paid by the City) who will be designated as a patrol officer until August 2009. This will help in following up on crimes in Chanhassen and freeing up the workload of current deputies, which in turn will allow for more patrol and interaction with residents and businesses. The School Liaison Officer will become a patrol deputy when school is not in session (summers, holidays, school breaks, etc.). . 2009-Pick up the other V2 of the Investigator (paid by the City) and pick up the other % of a School Liaison Officer (paid by School District 112), and % of a new full-time Patrol Officer (paid by the City). We are adding a 1,.4 Patrol Officer because we would have a 4 month gap without one. . 2010-Pick up the remaining % of the Patrol Officer (paid by the City). To summarize, we are proposing the following: . 2008/2009: Full-time Investigator (paid by the City). . 2008/2009: Full-time School Liaison OfficerIPatrol Officer (paid Y2 by the School District and ~ by the City). . 2009/2010: Full-time Patrol Officer (paid by the City). Again, this is the recommendation from the Carver County Sheriff's Department and staff for the next three (3) years. Also attached are some benchmarks outlining the services and performance of Chanhassen law enforcement deputies for the past three (3) years. Staff will be looking for feedback from the City Council on the proposed staffing levels and will answer any questions the Council may have concerning benchmarks. ATTACHMENTS 1. International Association of Chiefs of Police method of determining manpower needs. The formula is intended to calculate the number of patrol officers needed to cover the existing workload. *Rate of sworn law enforcement officers per 1,000 inhabitants. Average rural 2005 = 1.3 * 2005 Uniform Crime Report page 107 The Carver County Sheriff s Office makes recommendations for staffing levels every year to our contract communities. The final decision on what levels of service and staffing levels are needed is made by the community leaders. Future Considerations: · New District 112 highschool o need for SRO · New Highway 212 o increased traffic, complaints, accidents · New residential housing o increased calls for service o increased medicals · New commercial, industrial businesses o increased alarms, thefts, medicals, calls for service Current deputies assigned to Chanhassen · 12 Patrol Deputies · 1 Liaison Sergeant April 1, 2007 estimate population = 23,889 Level of service factor .8 deputies per 1000 population Formula = 23,889 x .0008 = 19.11 deputies January 1,2010 estimate population = 27,500 Level of service factor .8 deputies per 1000 population Formula = 27,500 x .0008 = 22 deputies January 1,2020 estimate population = 34,500 Level of service factor .8 deputies per 1000 population Formula = 34,500 x .0008 = 27.6 deputies IACP workload formula using 2006 statistics IACP method shows the city needed 19.97 deputies to cover the existing workload in 2006. The current law enforcement services provided by the Sheriffs Office include 12 patrol deputies and 1 liaison sergeant. The estimated needs in 2020 are projecting the city will need 27 deputies to meet the needs of the community. To reach the goal of27 deputies in 2020 the city should add 1.07 deputies per year. These recommendations are estimates based on projected population ratios and level of service factors. These recommendations are a road map to assist the City with planning and budgeting into the future. These recommendations are subject to change based on revised population projections and increased level of service factors. Crime Classifications There are two main categories of crime classes composing a universal crime classification system established for all crime reporting purposes. Part I Crimes Part I offenses are by their nature more serious. They include Arson, aggravated assault, Burglary, homicide, Robbery, Rape, theft and Theft of vehicle. Part II Crimes Part II offenses are generally less serious in nature and include, Abuse neglect, Assault, Court order violation, Disturbing the peace, Drug violations, Gambling, Liquor law violation, Misc. criminal, Property damage, Runaway, Sex crimes, Suspicious activity, Theft related, Traffic alcohol, Traffic other and weapons violations. Non - Criminal Calls for service These consist of all other calls for service and are normally less serious in nature.
