WS 2002 09 23CHANHASSEN CITY COUNCIL WORK SESSION SEPTEMBER 23, 2002 Mayor Jansen called the work session meeting to order at 5:35 p.m. COUNCILMEMBERS PRESENT: Mayor Jansen, Councilman Boyle, Councilman Labatt, and Councilman Ayotte COUNCILMEMBERS ABSENT: Councilman Peterson STAFF PRESENT: Todd Gerhardt, Justin Miller, Jill Sinclair, Matt Saam, Teresa Burgess, Kelley Janes, Kate Aanenson and Bruce DeJong CLIMB THEATER PRESENTATION. Jill Sinclair introduced Erica Huls from the Climb Theater. Ms. Huls passed out information on who they are and what type of plays they perform. During the months of February and March they perform environmental plays. Trash and Toadily Turtle were two examples of plays that have been performed in the past for grade schools in the Chanhassen area. She provided information received from past evaluation forms. Future plays including Hug a Tree and Flashback. Mayor Jansen thanked Ms. Huls for coming to the work session and relayed that information gathered from the community survey showed that Chanhassen residents are very active in recycling. Councilman Ayotte asked about costs and the number of kids serviced by these plays. Councilman Labatt asked what schools would be showing these plays this year. Jill Sinclair explained that St. Hubert's, Chapel Hill Academy, Excelsior Elementary and Clear Springs were all notified of the opportunity to see the plays, but it depended on their schedules. Steve Labatt stated there is quite a large number of children in home schooling programs in Chanhassen and would provide Erica Huls with a contact person. PRESENTATION OF MASTER PLAN/WATER TREATMENT. Introductions were made around the room of everyone present, city council members, staff, PAC members and consultants. Teresa Burgess introduced members from Black and Veatch who are the consultants working on this project. They presented a power point presentation on where the community is at the present time, and criteria the group is using for evaluating options for water treatment in the future. Councilman Ayotte asked if "O & M" costs were being included in the cost estimates. Teresa Burgess stated she would be providing the reports from Black and Veatch to Ehlers and Associates to do the financial analysis. Mayor Jansen asked what was being done to gather input from the community. There was discussion on various means, i.e. surveying people at the polling places, having a power point presentation on cable access station, PAC members communicating with their neighbors, and articles in the Villager highlighting who the PAC members are. Mayor Jansen asked if the city tracks complaints on water. Teresa Burgess explained the process the city currently uses. The next step in the process is to solidify the costs and prepare a capital improvement plan, or feasibility study outlining the different options available. Teresa Burgess expressed concern that the city not repeat what happened with the 101 trail, where options that were not viable were presented to the public.
