Dogwood/Tanadoona Improvements, Project No. 07-01:
Award Contract
REQUESTED ACTION
Approve resolution accepting bid and awarding a contract to Ryan Contracting,
Co. in the amount of $821,280.15 for the Dogwood/Tanadoona Improvements.
BACKGROUND
On March 26, 2007, Council approved the plans and specifications and authorized
the advertisement for bids for the Dogwood/Tanadoona project. The
improvements are proposed to be constructed during the 2007 construction
season; the final wear course on the street will be installed in 2008. The
improvements included in this project are as follows:
· Reconstruction of Dogwood A venue and Tanadoona Roag.
. Installation of storm sewer, sanitary sewer, sewer forcemain and watermain.
. Upgrade lift station 19.
. Construction of a storm water pond.
Bids were opened for the project on Friday, May 11, 2007 at 2:00 p.m. A

The bids were tabulated and minor errors were found; however, they did not change the low
bidder. The bid was submitted with a proper bid guarantee in the amount of 5% of the bid.
Ryan Contracting Co. was the low bidder with a total base bid amount of $821,280.15. The low
bid is approximately 44% less than the Engineer's Estimate. The significant difference between
the Engineers estimate and the low bid can be attributed to the lack of development construction
work.
The bids included a bid alternate for the construction of a pond. It is anticipated the Camp
will to provide an easement to the City for the pond construction, however the final
documents have not been executed. Staff recommends awarding the base bid and issuing a
change order for Bid Alternate #1 once the easement has been secured.
Ryan Contracting Co. has done utility and road construction in the City of Chanhassen for
developments projects; their work has been satisfactory. Award of the contract is recommended
to Ryan Contracting Co.
Funding for this project is proposed through a combination of special assessments to the
benefiting properties, revolving assessment funds, and storm sewer utility funds. Based on the
bid price, the special assessment amount is $18,652.63 per unit for existing lots that are not
currently served by sanitary sewer and $10,705.18 per unit for the existing homes currently
served by sanitary sewer. Funding for the total project cost (including all indirect costs) is
proposed as follows:

AND WHEREAS, it appears that Ryan Contracting Co. is the lowest responsible bidder.
NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
1. The mayor and clerk are hereby authorized and directed to enter into a contract for the base
bid amount of $821,280.15 with Ryan Contracting Co. in the name of the City of
Chanhassen for the Tanadoona Drive/Dogwood Road Reconstruction Project No. 06-06
according to the plans and specifications therefore approved by the City Council and on file
in the office of the city clerk.
2. The city clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
