WS 2002 08 12CHANHASSEN CITY COUNCIL WORK SESSION AUGUST 12, 2002 Mayor Jansen called the work session meeting to order at 5:45 p.m. COUNCIL MEMBERS PRESENT: Mayor Jansen, Councilman Labatt, and Councilman Peterson COUNCIL MEMBERS ABSENT: Councilman Ayotte and Councilman Boyle STAFF PRESENT: Todd Gerhardt, Todd Hoffman, Justin Miller, and Bruce DeJong PUBLIC PRESENT: Joy Melby, Mike Gorra, Mark Zaebst, Lifetime Fitness; and Tim Braff, Bridges Athletic & Golf. RESPONSES FROM THE REQUEST FOR INFORMATION~ COMMUNITY CENTER. Mayor Jansen presented background information on what action the City Council has taken to date regarding the community center. Todd Hoffman provided the results from the Request for Information (RFI) that was sent out. Who was sent the RFI, who responded, and who showed interest in participating with the City in such a venture. Councilman Peterson stated he would like to see the community center parallel track with the new high school project and asked if the city was going to hold a referendum to provide funding for such a project. Todd Gerhardt asked Mark Zaebst for his input on what Lifetime Fitness has done with other cities. There was discussion around conducting a survey or forming a focus group to study the issue. It was decided to form a focus group comprised of 20-25 people from various groups such as CAA, hockey, soccer, swimming, and the Park and Recreation Commission to pull together the information, and then conduct a survey, if necessary, similar to the process held for the park and trail referendum. Todd Gerhardt stated he would prepare a charge statement to bring back to the council at their next meeting. B. PRELIMINARY 2003 BUDGET. Bruce DeJong passed out handouts on tax levies and revenue schedules. He stated that additional staff members are being requested by staff, which results in a 10 percent increase. Todd Gerhardt asked what the levy limit was for the city. Mayor Jansen asked about the growth numbers, and what the status of TIF was for 2003. Bruce DeJong explained that single housing building permits were the lowest they've been since 1983, but there should be enough money in fund reserves if permits fall short in 2003. Councilman Peterson asked for a list of the new positions being requested. Mayor Jansen asked council members to call Bruce DeJong with any questions before the September 9th meeting when the levy needs to be established.
