2.7 Territory Comcast shall provide cable service throughout the City no
later than May 2026.
3.3 Construction Comcast will provide doorhangers prior to construction
commencement that includes a local phone number to
contact with construction related questions or concerns. A
construction website address will also be available that will
have updated information regarding construction plans.
3.4 Report on
Operations
(Maps)
Upon request by the City, Comcast will provide maps and
other documentation or schedule meetings with City so
that the City can properly monitor Comcast’s construction.
3.10 Construction
Hours
No construction activities will occur on Sundays without
advanced request and approval of the City.
5.3 Local Office
Policy
Comcast will maintain a convenient local customer service
or bill payment location.
Comcast will arrange for a location where equipment can
be dropped off or exchanged.
7.1 Franchise Fee Comcast will pay City a franchise fee in the amount of 5%
of “Gross Revenues.”
Payment is due 45 days following the end of each quarter
along with a worksheet showing the payment calculation.
8.1 Security Fund Upon acceptance of the franchise and throughout the
franchise term, Comcast will provide and maintain a
$50,000 performance bond.
8.2 Insurance Upon acceptance of the franchise and throughout the
franchise term, Comcast will provide City with an
insurance certificate that shall include:
1. The amount of insurance for single limit coverage
applying to bodily and personal injury and property
damage shall not be less than $2,000,000.00.
2. City is named as additional insured.
3. An endorsement stating that the policy shall not be
canceled without 30 days’ notice of such
cancellation to the City.
11.2 Acceptance City shall publish summary of ordinance.

Within 30 days of City Council approval, the City shall
provide Grantee with a letter specifying the additional
costs incurred to approve the Franchise.
Comcast shall submit a check made payable to the City for
all additional fees and costs incurred by the City to process
Comcast’s request for a cable franchise.

Comcast is obligated to provide service to Hesse Farms
addresses.

PEG Channels Comcast shall provide City with 1 access channel for
governmental programming.
Comcast will provide Metro Channel 6 for as long as
required by state law.

PEG
Upon commencement of Cable Service by Comcast to its
first Subscriber in the City, Comcast shall carry all access
channels in both SD and HD format

EPG Comcast will provide capability for City to place Access
Channel programming information on the EPG. All costs
and operational requirements shall be the City’s
responsibility.

Access Support Upon commencement of Cable Service by Comcast to its
first subscriber in the City and through the end of the term
of this Franchise, Comcast shall collect and remit to the
City a per subscriber fee of $.60 per month to fund access
capital expenditures.
No sooner than 1/1/2025 City has the right to increase the
PEG Fee up to 1% of Comcast’s Gross Revenues. This
same PEG Fee must be imposed upon all other franchised
cable operators serving the City.

Service to Public
Buildings
Comcast agrees to provide free cable service to the list of
public buildings in Exhibit C.

PEG Transport Comcast shall provide, free of charge, throughout the
franchise term, transport of the access channels from the
City Hall, including the new City Hall which is expected to
open in July 2025 (new city hall is at the same address as
the existing city hall) to Comcast’s headend to facilitate the
exchange of programming including live cablecast
programming.
Comcast shall also provide, free of charge, all interface
equipment at the City Hall to allow the City to cablecast
programming to Comcast’s headend for cablecast on its
cable system.
