2024-36 CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: June 10, 2024 RESOLUTION NO: 2024-36 MOTION BY: von Oven SECONDED BY: Schubert A RESOLUTION SUPPORTING THE LAYOUT OF THE HIGHWAY 18 PROJECT WHEREAS, the Highway 18 Project, led by Carver County, provides a crucial highway connection and improvements to complete the segment of new County State Aid Highway (CSAH) 18 from the intersection of CSAH 13/Bavaria Road/ 82nd Street to a point approximately 0.25 mile west of Trunk Highway 41, consistent with the County Comprehensive Plan; and WHEREAS, the Chanhassen City Council adopted Resolution 2021-7 on February 8, 2021 supporting the Arboretum Area Transportation Plan; and WHEREAS, Resolution 2021-7 acknowledges the Arboretum Area Transportation Plan recommends roadway corridor visions including: roadway typical sections and corridor footprints, pedestrian and bicycle facilities, and access type and intersection control to serve short, mid, and long-term development and transportation infrastructure needs; and WHEREAS, it is necessary to secure the support of the City Council before initiating the land acquisition phase of the Highway 18 Project; and WHEREAS, Carver County has assembled a funding package that eliminated the city’s cost share with the Carver County Transportation Sales Tax and a State of Minnesota Legislative Award; and WHEREAS, the Highway 18 Project will convert the city street currently within the jurisdictions of the City of Chanhassen, City of Chaska, and City of Victoria to a county road by connecting to Lyman Boulevard (CR 18) to the east of the ravine via a new bridge and by connecting to Highway 18 in Victoria at the intersection with Bavaria Road; and WHEREAS, approximately 0.6 miles of 82nd Street that generally navigates north to south following the southeast boundary of the University of Minnesota Landscape Arboretum, serves as the boundary between the cities of Chanhassen and Chaska, and connects with 82nd Street at TH 41 will remain a city street, jointly owned by the cities of Chanhassen and Chaska; and WHEREAS, the plans presented for the 82nd Street Improvement project to the Chanhassen City Council includes a conversion of the remaining city street section of 82nd Street into two separate and disconnected cul-de-sacs and has been found by the Chanhassen Fire Department to be acceptable to delivering public safety access. NOW, THEREFORE, BE IT RESOLVED that the Chanhassen City Council hereby expresses its support for the Highway 18 Project; and DocuSign Envelope ID: DEE44E81-DEE6-4B23-82B2-95D83F4005CB BE IT FURTHER RESOLVED that the City Council approves the commencement of land acquisition by Carver County as necessary for the execution of the Highway 18 Project; and BE IT FURTHER RESOLVED that the City Council directs staff to pursue a maintenance agreement with the City of Chaska for the remaining city street section of 82nd Street which will be presented to both City Councils for adoption at a future date; and BE IT FURTHER RESOLVED that the City Council supports the layout of the Highway 18 Project as presented.
