05-20-2024 City Council Regular Meeting MinutesCHANHASSEN CITY COUNCIL REGULAR MEETING MINUTES MAY 20, 2024 Mayor Ryan called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge of Allegiance. COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilman McDonald, Councilwoman Schubert, Councilman von Oven, and Councilman Kimber. COUNCIL MEMBERS ABSENT: None. STAFF PRESENT: Laurie Hokkanen, City Manager; Ari Lyksett, Communications Manager; Kelly Grinnell, Finance Director; Andrea McDowell-Poehler. PUBLIC PRESENT: Judy Harder, 541 West 78th PUBLIC ANNOUNCEMENTS: 1. National Public Works Week (NPWW) Mayor Ryan read the proclamation for National Public Works Week which occurs May 19 to May 25. She thanked the public works team for their hard work. 2. Invitation to Memorial Day Ceremony Mayor Ryan invited residents to attend the Memorial Day Ceremony on May 27 at Noon. CONSENT AGENDA: Councilman McDonald moved, Councilman Kimber seconded that the City Council approve the following consent agenda items 1 through 14 pursuant to the City Manager’s recommendations: 1. Approve City Council Work Session Minutes dated April 22, 2024 2. Approve City Council Minutes dated April 22, 2024 3. Receive Economic Development Commission Minutes dated February 13, 2024 4. Receive Planning Commission Minutes dated April 16, 2024 5. Receive Environmental Commission Minutes dated February 14, 2024 City Council Minutes – May 20, 2024 2 6. Receive Environmental Commission Minutes Dated March 13, 2024 7. Receive Environmental Commission Minutes Dated April 10, 2024 8. Approve Claims Paid dated May 20, 2024 9. Approve Temporary Modification of Licensed Premises to serve Beer in the Hackamore Brewing Company Parking Lot Area 10. Approve Final Plat for Chanhassen Civic Campus 11. Award Construction Materials Testing Contract for Civic Campus 12. Resolution 2024-32: Approve Application of Chanhassen Brewing Company to Dispense Intoxicating Liquor off premises in Lake Ann Park during the 2024 Chanhassen Summer Concert Series 13. Resolution 2024-33: Utilities Crane Truck Replacement (#302) 14. Resolution 2024-34: Approve Construction Materials Testing Agreement for Construction of the 2024 Pavement Rehabilitation Project No. 24-01 All voted in favor, and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS. Judy Harder, 541 West 78th, recognized the workers at Chanhassen Inn and Suites who are extremely helpful and special. She stated that the Chanhassen Inn and Suites brings many interesting guests and a unique atmosphere, and she hopes that this atmosphere will not be lost. PUBLIC HEARINGS. 1. Resolution 2024-35 Approve Issuance of CIP Bonds and Adopt Capital Improvement Plan Nick Anhut, Senior Municipal Advisor with Ehlers Inc., presented information about general obligation bonds. He reviewed the general obligation CIP bonds for the public hearing for the Civic Campus project, along with the financial impacts. He explained the statutory limitations for CIP bonds. He detailed the considerations for the general obligation CIP bonds, which after the preliminary approval, there would be a 30-day petition period. Mayor Ryan requested more details about the petition. City Council Minutes – May 20, 2024 3 Mr. Anhut answered that it needs to be a valid petition and would need to be signed by voters. There would need to be five percent of the turn-out of voters in the last election. Mayor Ryan opened the public hearing. There were no public comments. Mayor Ryan closed the public hearing. Councilman von Oven moved, Councilman Kimber seconded that the City Council approve the Resolution Giving Preliminary Approval to the Issuance of General Obligation Capital Improvement Plan Bonds in an Amount Not to Exceed $34,250,000 for Adopting the City of Chanhassen, Minnesota, Capital Improvement Plan for the Years 2024 through 2028. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. GENERAL BUSINESS. 1. Award Bid Package #2 for the Civic Campus Project Kelly Grinnell, Finance Director, reviewed the background of the bid package #2 that was held on April 25, 2024. She discussed the need to amend the construction contract with Kraus Anderson. Councilman Kimber moved, Councilman McDonald seconded that the Chanhassen City Council award contracts for the work scopes outlined in the Bid Award letter prepared by Kraus-Anderson, dated May 15, 2024. The City Council also approves amendment #2 to the contract for construction manager services with Kraus-Anderson. All voted in favor, and the motion carried unanimously with a vote of 5 to 0. COUNCIL PRESENTATIONS. None. ADMINISTRATIVE PRESENTATIONS. 1. Communications Plan 2024-2027 Ari Lyksett, Communications Manager, reviewed the communications plan for 2024-2027. She explained the purpose of the plan, the five priorities of the plan, and the takeaways. She presented the communications matrix to demonstrate the different tools utilized to communicate with a wide variety of audiences. Mayor Ryan thanked Ms. Lyksett for all she accomplished while working as the Communications Manager prior to her upcoming departure. CORRESPONDENCE DISCUSSION. None. City Council Minutes – May 20, 2024 4 Councilwoman Schubert moved, Councilman von Oven seconded to adjourn the meeting. All voted in favor, and the motion carried unanimously with a vote of 5 to 0.
