DISCUSSION On February 12,2007, Council authorized the preparation of the plans and specifications for the Lift Station No.3 Modifications Project. Lift Station No.3 is located on the north side of Trunk Highway 7 just west of Church Road. The station was built in 1972 and is the main collection point for waste water in the western portion of the city and picks up flows from several smaller lift stations. The flows to Lift Station No.3 go directly into the Metropolitan Council sewer system. The service area of Lift Station No.3 has grown substantially in resent years including a large development just to the west of the station. The station was identified as a problem after reviewing the run times of the pumps after the new SCADA system was installed in 2005. A review of the pump run times and hourly cycles for this station revealed the pumps are cycling at an exorbitant rate which is indicative of insufficient wet well capacity for proper operation of the pumps. There is less than one (1) foot of wet well capacity between the time the pumps start and shut off. This means the pumps have less than one foot of working range which limits the amount of time the pumps are actually running and increases the number of times that the pumps start and stop. Sanitary sewer pumps are constructed in such a manner that longer run times and less frequent stops and starts per hour (cycles) provided for a longer service life for the pumps. High rate cycles on an hourly basis result in increased wear and stress on the pumps and increased levels of pump maintenance and replacement. The increased cycles of the pumps can be attributed to additional flow from new developments in the area. The increased cycling will only increase as the new developments are built out. The lift station and the upstream service area for this lift station was identified as a priority area in the "Sanitary Sewer Infiltration and Inflow Reduction Plan" for inflow and infiltration (III) removal. As a result of the ill analysis, staff is concerned with the operation of Lift Station No.3. Lift Station No.3 Modifications July 23, 2007 Page 2 PROJECT SUMMARY The scope of the Lift Station No.3 project is as follows: · A new wet well has been designed to provide adequate storage for ultimate build out of the lift station area. Utility crews should have adequate time to service the lift station in the event a major problem occurs. · New pumps are included in the scope of work and are sized for ultimate flow of the new head (pumping) conditions of the wet well. · The power supply to this site is overhead and highly susceptible to power outages. Due to the amount of flow to the station and the distance the lift station is from the Public Works building, the lift station control panel will be designed with the capabilities of a secondary power supply (standby generator). A standby generator is proposed to be bid out separately from the lift station contract to avoid contractor markups. The City has backup generators at other high volume lift station sites such as Lift Station No. 10 by Lotus Lake. · A new control panel will need to be purchased for the station. The panel is proposed to be quoted out separately from the lift station contract to save contractor markups. The project was budgeted for in the 2007 CIP (SS-017) and would be funded through the sanitary sewer utility fund. The anticipated schedule for the project is as follows: Bid Opening Award Contract Start Construction Substantial Completion August 16, 2007 August 27, 2007 September 12,2007 March, 2008 RECOMMENDA TION Staff recommends that City Council approve the plans and specifications and order advertisement for bids. Many of these lift stations are high service pumps and need frequent servicing. The program will service or replace pumps, pipe gallery, and electrical components as needed. Lift Station #3 is recommended for improvements in 2007. Lift Station #3 located on the north side of Highway 7 takes all the flow from the properties on the west side of Lake Minnewashta and properties on the north side of Highway 7. The wet well capacity has become undersized for flows. The electrical panel has become unreliable and needs to be replaced. The electrical power in this area is unreliable, so a permanent backup generator is recommended. Justification Reduce emergency calls and potential sewer backups. Such plans and specifications, a copy of which can be reviewed at the office of the City Engineer, are hereby approved. 2. The city clerk shall prepare and cause to be inserted in the official city newspaper and Construction Bulletin, an advertisement for bids upon the making of such improvement under such approved plans and specifications. The ad shall be published twice, shall specify the work to be done, and shall state that bids will be opened and that the responsibility of the bidders will be considered by the Council at 7:00 PM on Monday, August 27, 2007, in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the clerk and accompanied by a bid security payable to the clerk for 5% of the amount of such bid.
