WORK SESSION

Mayor Jansen called the work session meeting to order at 5:35 p.m.
MEMBERS PRESENT: Mayor Jansen, Councilman Ayotte and Councilman Boyle
MEMBERS ABSENT: Councilman Labatt and Councilman Peterson
STAFF PRESENT: Kate Aanenson, Todd Gerhardt, Bruce DeJong, Roger Knutson, and Richard Rice
A. 2002 BUDGET PRESENTATIONS:
1. COMMUNITY DEVELOPMENT.
Kate Aanenson gave a power point presentation on the 2002 budget proposal of the Community
Development department. Todd Gerhardt explained how the Community Development Block Grant
program money was available to subsidize affordable housing. Mayor Jansen asked about a city
composting site being re-instated in the city. Councilman Ayotte asked about building permit revenues and
how code enforcement will impact the budget.
2. ADMINISTRATION, INCLUDING POLICE CONTRACT AND MIS.
Sheriff Bud Olson, Sgt. Dave Potts and Jeff were present from the Carver County Sheriff's office to
answer questions. Todd Gerhardt gave a power point presentation on the administrative budget, including
the police contract. Sheriff Olson passed out information showing criminal and non-criminal activity from
the previous year. The numbers show a need for increased investigation and follow-up and the city needs
to decide when and how they want to increase services to residents. Sgt. Potts pointed out that there is
insufficient staffing at this point to meet all the demands being requested by the citizens, i.e. speed control,
vandalism, etc. Mayor Jansen asked if Project Leadfoot has helped. Sgt. Potts explained the schedule of
officers assigned to Chanhassen, and that the residents are also asking for snowmobile and water patrol
services in the future. Mayor Jansen asked if more hours of patrol equated to preventing more crimes.
Councilman Ayotte asked for a needs analysis assessment on proactive vs. reactive. Sheriff Olson stated
the national average is 1.4 deputies per 1,000 people of population. His analysis for adequate coverage,
with the help of CSO officers, Crime Prevention Specialists, etc. to meet the needs of the city should be
completed within the next 60 days to begin dialogue with the city. He also stated the need to have 2 year
work plans.
The City Council ran out of time during the work session to address the MIS and Administrative portion of
the budget and will discuss it at the next work session. Mayor Jansen adjourned the meeting at 6:45 p.m.
