WORK SESSION
JULY 9, 2007
Mayor Furlong called the work session to order at 5:40 p.m..
COUNCIL MEMBERS PRESENT:
Mayor Furlong, Councilman Litsey, Councilwoman
Ernst, Councilwoman Tjornhom, and Councilman Peterson
STAFF PRESENT:
Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Todd Hoffman, and
Paul Oehme
AUDIO VISUAL IMPROVEMENTS TO THE CITY COUNCIL CHAMBERS.
Laurie Hokkanen gave a power point presentation outlining the key problems with the current
system. After meeting and receiving proposals from AVI Systems and Alpha Video, staff
recommends approval of the proposal from Alpha Video which include system engineering at no
addition cost. Their proposal includes suggestions to improve picture quality, audio quality, live
audience experience, operator ease and improvements to the capabilities of the Channel 8
experience. Total costs for these improvements are proposed to be $135,743.60. This did not
include a bid for the remodeling of a dedicated production area. Todd Gerhardt suggested
identifying money in the CIP every 6 years or so to address upgrade issues. Councilman
Peterson explained that the system could be upgraded half heartedly for less money but
suggested doing it the right way from the beginning. Councilwoman Tjornhom agreed with the
need to do a quality job. Councilwoman Ernst stated that from what she's heard from citizens,
the system needs to be upgraded but asked if item should be going out to bid. Laurie Hokkanen
explained that the State contract has already gone through the bidding process. Todd Gerhardt
explained that there are really only 3 companies qualified to do the work. Councilman Litsey
asked about the possibility of web screening upgrades. Mayor Furlong agreed that generically
speaking internet exposure would provide greater exposure to more people. Todd Gerhardt
suggested including money in the 2008 budget to add on the capability for captioning names and
agenda items. Laurie Hokkanen discussed the 3 year commitment Chanhassen has made with
the company CGI to produce a streaming video about the city of Chanhassen at no cost to the
city, explaining CGI makes their money from local businesses. Todd Gerhardt stated staff will
bring back cost estimates for construction of a production room.
COMPREHENSIVE PLAN OPEN HOUSES.
Todd Gerhardt explained that there was good attendance and feedback from the two open houses
thth
held on June 27 and 28. Kate Aanenson gave a power point presentation outlining the issues
presented at the open house such as land use, and commercial land use categories. Mayor
Furlong asked staff to differentiates between area A (CBD) and C (Community Commercial) and
whether it would be complimentary or competitive. Councilwoman Ernst asked staff to explain
how the commercial areas will tie the commercial together vs. little pockets of commercial. Kate
Aanenson explained that staff needs to continue to address the intensification of downtown. She
reviewed the MUSA expansion area, housing numbers through the year 2030, the Livable

Communities Act number, Carver County's Comprehensive Housing Needs Assessment and
Historic Preservation. Todd Hoffman reviewed the boards pertaining to park and open spaces
showing the existing park and trail system, history of the existing system and future possibilities.
Kate Aanenson continued with review of natural resources and transportation. Paul Oehme
provided a progress report on the city's sewer and water infrastructure construction. Todd
Gerhardt stated staff will provide council with all the comments received at the two open houses.
Kate Aanenson outlined the schedule for public hearings and explained how information can be
accessed on the city's web site.
