REQUEST (Simple Majority Vote Required) Staff requests the City Council approve a construction contract in the amount of $214,503.00 to Parrott Contracting, Inc. and a quote for an electrical panel to Quality Flow in the amount of $27,954.12. BACKGROUND On February 12, 2007, Council authorized the preparation of plans and specifications for the Lift Station No.3 Modifications Project. On July 23, 2007, the City Council approved plans and specifications and authorized advertisement for bid. Lift Station No.3 is located on the north side of Trunk Highway 7 just west of Church Road. The station was built in 1972 and is the main collection point for wastewater in the western portion of the city. Four smaller lift stations flow into Lift Station No.3. The flows from Lift Station No.3 go directly into the Metropolitan Council sewer system. The service area of Lift Station No.3 has grown substantially in recent years including a large development just to the west of the station. The size of the lift station wet well and pumps are not large enough anymore to handle the flows effectively. The new SCADA system installed in 2005 identified problems with Lift Station No.3. A review of the pump run times and hourly cycles for this station revealed the pumps are cycling at an exorbitant rate. This cycling is indicative of insufficient wet well capacity for proper operation of the pumps. The increased cycles of the pumps can be attributed to additional flow from new developments in the area. As new developments are completed, the cycling has increased. Also, the lift station appears to have groundwater infiltration problems. PROJECT SUMMARY The scope of the Lift Station No.3 project is as follows: The City of Chanhassen · A growing community with clean lakes, quality schools, a Charming downtown, thriving businesses, winding trails, and beautiful parks. A great place to live, work, and play. Lift Station No.3 Modifications July 23, 2007 Page 2 · A new wet well will be provided with sufficient capacity for ultimate build-out of the lift station area. Utility crews should have adequate time to service the lift station in the event a major problem occurs. · New pumps are included in the scope of work and are sized for ultimate flow of the new head (pumping) conditions of the wet well. · The power supply in this area constantly has power supply disruptions and an alternate source of power should be planned for at the station. Due to the amount of flow to the station and the distance the lift station is from the Public Works building, the lift station control panel will be designed with the capabilities of a secondary power supply (standby generator). A backup generator is proposed to be purchased in 2008 and is not included in this construction contract. Bids Bids for the project were opened on Thursday, August 16,2007, at 2:00 p.m. Two total bids were submitted. The bids received are as follows: Base Bid Parrott Contracting Inc. $214,503.00 Magney Construction Inc. $309,155.00 The engineer's estimate for the project was $313,509.00. Parrott Contracting, Inc. has completed several utility projects for the City of Chanhassen. Their past work has been acceptable. Control Panel Quote A new control panel will need to be purchased for the station. In order to save on contractor mark-ups, a separate quote was received for the control panel. The City has standardized the lift station panels for system continuity and ease of repair. The City has received the following quotes for the new electrical control panel: Siemens Water Technology: Quality How: $30,863.70 $27,954.12 FUNDING This project was programmed in the 2007 CIP Project SS-O 17. The total construction cost of this project is $242,457.12. Funding for the project is proposed from the sanitary sewer utility fund. Many of these lift stations are high service pumps and need frequent servicing. The program will service or replace pumps, pipe gallery, and electrical components as needed. Lift Station #3 is recommended for improvements in 2007. Lift Station #3 located on the north side of Highway 7 takes all the flow from the properties on the west side of Lake Minnewashta and properties on the north side of Highway 7. The wet well capacity has become undersized for flows. The electrical panel has become unreliable and needs to be replaced. Seller grants Buyer a non-exclusive, non-transferable license to use any such material solely for Buyer's use of the Equipment. Buyer shall not disclose any such material to third parties without Seller's prior written consent. 5. Chances. Seller shall not Implement any changes In the scope of work described In Seller's Documentation unless Buyer and Seller agree in writing to the details of the change and any resulting price, schedule or other contractual modifications. This Includes any changes necessitated by a change in applicable law occurring after the effective date of any contract Including these terms. 6. Warrantv. Subject to the following sentence, Seller warrants to Buyer that the Equipment shall materially conform to the description in Seller's Documentation and shall be free from defects in material and workmanship. The foregoing warranty shall not apply to any Equipment that Is specified or otherwise demanded by Buyer and Is not manufactured or selected by Seller, as to which (I) Seller hereby assigns to Buyer, to the extent assignable, any warranties made to Seller and (Ii) Seller shall have no other liability to Buyer under warranty, tort or any other legal theory. If Buyer gives Seller prompt wrillen notice of breach of this warranty within 18 months from delivery or 1 year from acceptance, whichever occurs first (the "Warranty Period"), Seller shall, at its sole option and as Buyer's sole remedy, repair or replace the subject parts or refund the purchase price therefore. LIMITATION OF LIABILITY. If these terms are issued in connection with a government contract, they shall be deemed to include those federal acquisition regulations that are required by law to be Included. These terms, together with any quotation, purchase order or acknowledgement issued or signed by the Seller, comprise the complete and exclusive statement of the agreement between the parties (the "Agreement") and supersede any terms contained In Buyer's documents, unless separately signed by Seller. No part of the Agreement may be changed or cancelled except by a written document signed by Seller and Buyer.
