REQUESTED ACTION (Simple majority vote required)
City Council is recommended to authorize the preparation of a feasibility study for the 2008
Street Reconstruction Project and approve a consultant contract in the amount of $265,973.00
with Kimley-Hom and Associates, Inc.
BACKGROUND
The City's pavement management program has recommend that streets in the Laredo Drive
area be reconstructed in 2008. The public utilities in the area are old, have had many
problems and should be replaced. Approximately 1.35 miles of streets are proposed to be
reconstructed. The area for improvements include: Laredo Drive, Laredo Lane, Longview
Circle, Cimarron Circle and Highland Drive (west of Laredo Drive). The streets will be
reconstructed to the City's standard street design, but the width may vary in some areas due
to site constraints. The reconstruction project will include the improvement or replacement
of most public utilities within the reconstruction project area. A map of the 2008 Street
Reconstruction Project Area is attached.
On August 10,2007, a Request for Proposals (RFPs) for this project was emailed to Hansen,
Thorp, Pellinen, Olson, Inc. (HTPO), Kimley-Hom and Associates, Inc. and WSB &
Associates, Inc. All firms submitted a proposal which is summarized as follows:

The proposals also included the cost for engineering services for the design, easement
acquisition and construction observation for a storm water treatment pond on the west side of

Laredo Drive, south of the Del Rio Drive. At this time, the property owner has not been
approached regarding this proposal, therefore staff recommends awarding only the base fee of
the consultant contract.
Hanson, Thorp, Pellinen, Olson, Inc. price proposal was the lowest, however, staff is
concerned that the HTPO design team does not have any experience with Chapter 429
projects and has limited experience with street and reconstruction projects. Due to the
magnitude of this project, staff recommends that the consultant contract be awarded to
Kimley-Horn and Associates, the second lowest proposal.
Kimley-Horn and Associates, Inc. has met the criteria set for this project and they have
worked on many Chapter 429 projects for the City. Most recently, projects that Kimley-Horn
and Associates, Inc. has worked on for the City include the TH 312/212 utility and roadway
assessment project, Bluff Creek Boulevard, (2005 MUS A) project, 2007 Street Rehabilitation
(Mill and Overlay) project and the Dogwood Road street reconstruction project. Their work
has been satisfactory.

FUNDING
Funding for the project is anticipated to come from several sources. Forty percent (40%) of
the street improvement cost would be assessed back to the benefiting property owners, per the
City's assessment practice. The remaining 60% of the street cost would be a City cost. The
storm sewer, sanitary sewer and watermain replacement costs would be funded by the
respective utility funds.
The following is the anticipated recommended project budget and funding sources:
Revolving Assessment fund $1,600,000
Sanitary Sewer Utility fund $ 250,000
Watermain Utility fund $ 660,000
Storm water Utility fund $ 400,000
$2,910,000
The contract will be a time and materials based work not to exceed amount. As with all
engineering contracts, the consultant must submit periodic invoices that staff will review
before processing. The consultant will be required to submit time sheets verifying the hours
worked on the project and expense sheets. Staff will review the invoices and expense sheets
for accuracy and conformance to the contract.

RECOMMENDA TION
Move to authorize the preparation of a feasibility study for the 2008 Street Reconstruction
Project No. 08-01 and approve a consultant contract with Kimley-Horn and Associates, Inc.
in the amount of $265,973.00 for complete engineering services related to the project.
