September 19, 2007 ,,,'""':' FROM: DATE: RE: City owned property - proposed sale to Floyd Calhoun 195 79th Street West Following the completion of Water Treatment Facility, Lot 2 of the Gateway East 2nd Addition is no longer needed by the City. The land (approx. 1.3 acres) has been advertised for sale, at a price of $12/sq. ft. Additionally, the City has some excess Right of Way to the northeast of the parcel that we intend to vacate and include in the land sale. Mr. Floyd Calhoun of Floyd Calhoun Companies has expressed an interest in purchasing the property and building a corporate headquarters. Floyd Calhoun Companies offers realty, mortgage, title, capital, and development services. The company currently leases space in Edina. Attached please find a draft site plan and renderings of the proposed office building. The proposal includes a two-story office building with a walkout. The proposed site plan also includes a significant amount of open space, utilizing the existing storm water pond as an amenity. In the current vision, Mr. Calhoun would utilize one story for his company, make some space available for lease, and have some common space elements within the office building. The office building is envisioned to be 17,000- 18,000 square feet over the 3 floors. The site does not have direct access to Hwy 5 or Hwy 101. Access is off of W.79th. The use proposed by Mr. Calhoun works well for the site, given that it will not generate a large or concentrated number of trips down W. 79th St. If the City Council feels that this site plan and concept are a use and design that would be desirable for this piece of property, staff will continue working with Mr. Calhoun. A purchase agreement will be drafted and executed, and the site plan approval process with the Planning Commission and City Council will be commenced. The sale will not close until site plan approval is obtained. Mr. Calhoun and representatives from Landform will be present to discuss their plans and answer questions.
