WS 2007 09 10 CHANHASSEN CITY COUNCIL WORK SESSION SEPTEMBER 10, 2007 Mayor Furlong called the meeting to order at 5:45 p.m.. COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Litsey, Councilwoman Ernst, Councilwoman Tjornhom, and Councilman Peterson STAFF PRESENT: Todd Gerhardt, Laurie Hokkanen, Kate Aanenson, Bob Generous, Paul Oehme, Todd Hoffman and Sgt. Peter Anderley UPDATE ON 2007 SHERIFF'S DEPARTMENT WORK PLAN. Sgt. Peter Anderley reviewed the following items from the 2007 Work Plan: Law enforcement records, reports and deputy accountability under Contract Administration; Business contacts, Project Leadfoot, traffic enforcement and education, parks, lakes, juvenile violations, gang activity and emergency preparedness under Law Enforcement Operations; Rental housing, and crime prevention programs under Crime Prevention and Public Safety Education; and community events and corporation public relations position under Community Involvement and Participation. He reviewed the goals that had been set for 2007 and the vision for 2008. Mayor Furlong asked about feedback from local businesses on visits made by the sheriff's department. Councilman Peterson asked for clarification on the timeline for the addition of an additional deputy and investigator in 2008. Councilwoman Ernst asked for clarification on the numbers of calls for service in 2005 compared to 2006. UPDATE ON WATER SUPPLY. Todd Gerhardt provided an update on the status of the wells that remain out of operation. Ray Willow with Barr Engineering gave a power point presentation reviewing the metro area aquifer system and an explanation of what happened to the production levels of wells 5, 6, 2 and 11. Mayor Furlong asked for clarification of the different construction types for wells 10 and 2. Councilwoman Tjornhom asked about the differences between retrofitting versus drilling deeper for wells 2, 5 and 10. Councilman Litsey asked about the procedure that would be followed if wells are abandoned. Ray Willow's recommendations would be to lower Well 2 into the Jordan Aquifer, install a new well and abandon Well 5, investigate the redevelopment of the well at the Minnetonka Middle School West site, create a pumping schedule, lower Well 3 into the Jordan Aquifer and make changes to the sprinkling ordinance specifying times for watering versus the odd/even schedule. Council members discussed locations and options for well redevelopment, construction and operation. Paul Oehme informed the council of the DNR's appropriation of 1.2 billion gallons to the city, noting the city currently is at 1.1 billion. Councilwoman Ernst asked about available funding. Mayor Furlong noted that if 5 and 6 are deemed unreliable, he challenged staff to find location options for replacement next year. Todd Gerhardt informed the council that the process takes approximately 6 months. Councilwoman Ernst asked about life expectancy for wells. Ray Willow noted that if they are maintained and serviced properly, they should last forever. Mayor Furlong asked for clarification on the changes needed for the City Council Work Session - September 10, 2007 ordinance, noting the city needs to address supply, but also needs to educate the public on conservation measures to lower demand. Todd Gerhardt clarified that replacement and new construction of wells would be a separate capital project than conservation education. Ray Willow noted that the DNR looks at capacity, not number of wells for replacement. The work session was recessed at 6:50 p.m.. It was reconvened at 8:20 p.m.. REVIEW DRAFT COMPREHENSIVE PLAN. Kate Aanenson reminded council that the comprehensive plan update is a vision statement of where the city is heading in the future taking into account population projection numbers from the Met Council. She showed the layout format and schedule for the review process. Land Use and Sewer and Water Chapters are the only chapters still being worked on. Under the Park and Rec Chapter, Todd Hoffman reviewed the need for additional athletic fields, and additional community park. He reviewed the history of acquiring and developing parkland, the trail system, programming, and future trends and anticipated needs. Councilman Litsey asked for clarification on when and where sidewalks are required. Mayor Furlong suggested color coding the golf courses in the city and asked how the wish list in the comp plan is transformed into action and prioritized. Kate Aanenson continued with review of the Historic Preservation Chapter. Mayor Furlong clarified that historic sites will not necessarily become public entities. Kate Aanenson continued her presentation reviewing the Housing Chapter, showing the number of existing and projected housing types in the city. Councilwoman Ernst asked if the city is seeing an impact from the mortgage and foreclosure situation on the rental market. Under the Natural Resources chapter, Kate Aanenson outlined requirements and how they are being addressed. Bob Generous presented information from the Transportation chapter, using traffic projection numbers provided by Carver County. Kate Aanenson clarified how all chapters tie into the population numbers. Mayor Furlong asked for clarification on the employment numbers versus housing numbers and potential sites that need to be studied i.e. Powers Boulevard and Highway 5 and Highway 101 north of Highway 5. Bob Generous continued his presentation forecasting future capacity and infrastructure needs, transit options i.e. light rail, commuter rail and bus, the new river crossing and potential funding sources. Mayor Furlong passed out a handout from a meeting he attended regarding transportation issues.
