BACKGROUND
On June 23, 2007, the Carver Soil & Water Conservation District Board of
Supervisors approved the State cost-share application submitted by the City of
Chanhassen, for a grade stabilization project located on the Don Deal property at
9390 Foxford Road in the amount of $8,400 or 50% of the total cost, whichever is
less.
DISCUSSION
The City is experiencing problems with the drainage channel that begins where
the City storm pipe outlets onto the Deal property and continues through the Deal
property to a wetland before emptying into nearby Lake Riley. Severe erosion
has occurred causing the channel to cut to a depth of ten feet or more at the outlet,
and to a length of approximately 300 feet along the channel. Further inspection of
the channel shows that the erosion is increasing along the length of the channel,
and also cutting the channel to further depths.
On August 22, 2007, three options were presented by Hansen Thorpe Pellinen
Olson (HTPO) Inc. for the drainage channel on the Deal property. These options
included a riprap channel lining, Armorflex 30S channel lining, and a pyramat
channel lining, along with reconstruction plans, specifications, and cost estimates
for each option. After discussion between City staff and HTPO staff, it was
decided that the riprap option would be the best option for the Lake Riley Woods
Channel Stabilization and Restoration Project based on experience with the
material in similar projects, cost, and water quality benefits.
This plan will include removal of only necessary trees, minimal grading of the
channel slopes to aid in slope stabilization, installation of Class III Riprap
including geotextile along a 300 foot length of the channel, and additional check
dams along the channel where appropriate. Erosion protection, topsoil, and seed
will also be installed as part of the restoration process. In exchange for the
project, the property owner is granting the City a drainage and utility easement
expansion to include the entire channel area needing maintenance on the Deal

water quality concern, and needs to be properly maintained by the City of
Chanhassen.
Funding for this project has been budgeted in the 2007 Surface Water
Management Fund. The current project estimate for the work is $57,000, less
$8,400 granted by the Carver Soil & Water Conservation District.

RECOMMENDA TION
Staff recommends that City Council approve the plans and specifications using
the riprap channel lining option, completed by Hansen Thorpe Pellinen Olson
(HTPO) Inc., for the drainage channel on the Deal property and order the ad for
bids for City Project No. 07-035B.
