SUBJECT: Goers Culvert Drainage Improvements Project No. 07-13:
Approve Quote and A ward Construction Contract
REQUEST (Simple Majority Vote Required)
Staff requests the City Council to approve a construction contract and quote in the
amount of $29,384.70 to GL Contracting, Inc. for workto be performed on the
. above-referenced project.
DISCUSSION
In 2006, a drainage plan was completed by Hansen Thorpe Pellinen Olson
(HTPO) Inc. for the regional ponding in Power Hill Park. The purpose of this plan
was to create more ponding volume to help alleviate downstream erosion issues
and to increase water quality. Power Hill Park Pond is connected via a drainage
ditch through Goers property to Bluff Creek. This ditcBisvery steep having an
approximate elevation difference of 26' in 800' of leng~~~~tyveen the outlet of t~~
pond and the Goers culvert. Over the years andpriogto the regionalpo?d~~
Power Hill Park being completed, this culvert had filled up with sedimentan.d
most recently the culvert was washed out because of the large volume of runoff.
The City of Chanhassen Street Department temporarily fixed the culvert to get the
Goers access to their property.
Since the culvert was only temporarily fixed by the City a plan was developed to
attempttopermanently solve the problems with the Ggers Culvert. The pl~?isW
install a 48" reinforced concrete pipe to replace the 48"corrugated metalp,pyLthat
is currently in place. Erosion protection measures areincluded to the downstream
portion of the culvert to help prevent sediment frornentering Bluff Creek. In
exchange for the project, the City has obtained a no cost permanent drainage and
utility easement to this section of the ditch on the Goers property. The drainage
ditch through the Goers property is a regional ditch and should be maintained by
the City of Chanhassen.
Four quotes for the work were submitted to the Cityforthis work. The engineer's
project estimate was $33,15Q..QO....The.bids received are as follows:

GL Contracting is the low bidder for the project. GL has worked for the City in
the past and most recently completed the sanitary sewer improvements on Lyman
Blvd. and storm sewer pond outlet project in Longacres in 2006. Their work was
acceptable.
Funding for this project was budgeted in the 2007 CIP, Project SWMP-012.
The anticipated schedule of the project is as follows:

RECOMMENDA TION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council approve quote and award a construction contract
