1991 11 25CHANHASSEN CITY COUNCIL MINUTES NOVEMBER 25, 1991 A special meeting of the Chanhassen City Council was called to order at 6:30 p.m. by Mayor Chmiel. Members present: Mayor Chmiel, Councilmen Wing, Mason and Workman. Councilwoman Dimler was absent. Staff present: Don Ashworth, City Manager~ Todd Gerhardt, Assistant City Manager~ Tom Chaffee, Data Processing Coordinator~ Charles Folch, City Engineer~ and Jean Meuwissen, Treasurer. CONTINUATION OF 1992 BUDGET PUBLIC w~21ING: The City Manager restated points brought out during the public hearing on November 18, 1991. The discussion also included anticipated state shortfalls and how that will affect the 1992 budget. The City Council commended staff for producing the estimated 1%% reduction in the City portion of property taxes. The Mayor noted his continued desire to see a 3% reduction. The City Manager distributed a list of additional cuts which would produce the 3% reduction desired by the Mayor. Councilman Mason felt uncomfortable with reducing the budget by another $37,000 based on the Managerms prediction thatthe city would probably be faced with finding another $40,000 in cuts in January of 1992. Councilman Mason preferred setting the $37,000 aside as a contingency fund to protect the city against the anticipated state shortfall. Resolution No. 91-109: A motion was made by Councilman Workman and seconded by Mayor Chmiel to approve Resolution No. 91-109, entitled "Adopting the 1992 Budget and Establishing Tax Levies for 1992." The following voted in favor: Mayor Chmiel, Councilmen Wing and Workman. Councilman Mason voted against. Motion carried. FIR~ DEPARTHEN~ RELIEF ASSOCIATION BYLAWS AMSNDMENT: The City Manager summarized the Fire Department Relief Association's Bylaw amendments. A motion was made by Councilman Workman and seconded by Mayor Chmiel to approve the amendments to the Fire Department Relief Association Bylaws as presented in the City Managerms report dated November 18, 1991. The following voted in favor: Mayor Chmiel, Councilmen Workman and Mason. Councilman Wing abstained. A motion was made by Councilman Mason and seconded by Councilman Workman to adjourn the meeting.
