Ordinance 016VILLAGE OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA • ORDINANCE # /46 AN ORDINANCE DEFINING DISORDERLY CONDUCT AND PROVIDING FOR PUNISHMENT THEREOF. The Village Council of the Village of Chanhassen ordains: Section 1. Acts constituting disorderly_ conduct. Whoever does any of the following acts in a public or private place, knowingly, or having reasonable grounds to know, that such act will, or will tend to, alarm, anger or disturb others or provoke an assault or breach of the peace, upon conviction, shall be guilty of disorderly conduct and shall be punished by a fine not exceeding $100.00 or by imprisonment for a period not exceeding 90 days: a. Engages in brawling or fighting. b. Causes disturbances which would tend to provoke fighting among those present. c. Disturbs an assembly or meeting not unlawful in its character. d. Engages in offensive, obscene, or abusive language or in boisterous and noisy conduct tending reasonably to arouse alarm, anger or resentment in others. e. Collects or causes to be collected a group of persons for unlawful purposes or to the annoyance and dis- turbance of the citizens or travelers. A group of persons shall consist of not less than three persons. f. Frequents or loiters about any place soliciting any person for the purpose of committing a crime against nature or other lewdness, or himself lewdly exposing • his person, or any open and gross lewdness, or lascivious behavior, or any act of public indecency. g. Congregates with others on a public street or highway or other public place to obstruct entrance to or egress from any building or place, or to obstruct free passage of others and to refuse to move on or make way when ordered to do so by any law enforcement officer. • h. Appears on any public street or in any public place in an intoxicated condition, or to drink intoxicating liquors on any public street, park, playground, lake, stream or other public ground within the Village. • i. Looks into or peeps through the doors, windows or openings of private homes without proper authority or otherwise does what is commonly known as "window peeping". Section 2. Acts not to be construed exclusive. Any other act not specifically mentioned or implicit in Section 1 above shall be deemed to be disorderly conduct when it is of such a nature as to affect the peace and quiet of persons who may witness the same and who may be disturbed or provoked to resentment thereby. Section 3. Separability. Every section, provision or part of this ordi- dance is declared separable from any other section, provision or part; and if any section, provision, or part hereof shall be held invalid it shall not affect any other section, provision or part. Section 4. Repeal. Any ordinance or portions of ordinances heretofore to passed and inconsistent herewith are hereby repealed. Section S.
