CITY OF CHANHASSEN
CARVER AND HENNEPIN COUNTIES, MINNESOTA
AN ORDINANCE AMENDING CHAPTER 5 OF THE
CHANHASSEN CITY CODE CONCERNING ANIMALS BY
ADDING PROVISIONS CONCERNING DANGEROUS ANIMALS
The Chanhassen City Council ordains:
Section 1. Chapter 5 Article II of the Chanhassen City Code is
amended by adding Division 5 to read as follows:
DIVISION S. DANGEROUS ANIMALS.
Section 5-76 Definitions.
As used in this section, "dangerous animal" means:
(a) Any animal with a known propensity or disposition to
unprovoked attacks, to cause injury to or to otherwise
endanger the safety of humans or other domestic
• animals.
(b) Any animal that has attacked or bitten any person,
except a person that has tormented or abused it.
Section 5-77 Regulation of Dangerous Animals.
Ownership of dangerous animals within the City, with the
exception of ownership by a public law enforcement agency,
is subject to the following regulations:
(a) Leash and Muzzle. No person shall permit a dangerous
animal to go outside its kennel or pen unless such
animal is securely leashed with a leash no longer than
four (4) feet in length, if possible, or otherwise
physically restrained. No person shall permit a
dangerous animal to be kept on a chain, rope or other
type of leash outside its kennel or pen unless a person
is in physical control of the leash. Such animals may
not be leashed to inanimate objects such as trees,
posts, buildings, and the like. In addition, all
dangerous animals on a leash outside the animal's
kennel or pen must be muzzled, if possible, by a
muzzling device sufficient to prevent such animal from
biting persons or other animals.

• (b) Confinement. All dangerous animals shall be securely
confined indoors or in a securely enclosed and locked
pen or kennel, except when leashed and muzzled as above
provided. Such pen, kennel or structure must have
secure sides and a secure top attached to the sides.
All structures used to confine dangerous animals must
be locked with a key or combination lock when such
animals are within the structure. Such structure must
have a secure bottom or floor attached to the sides of
the pen or the sides of the pen must be embedded in the
ground no less than two (2) feet. All structures
erected to house dangerous animals must comply with all
zoning and building regulations of the City. All such
structures must be adequately lighted and ventilated
and kept in a clean and sanitary condition.
(c) Confinement Indoors. No dangerous animal may be kept in
any part of a house or structure such as a porch or
patio that would allow the animal to exit such building
on its own volition. In addition, no such animal may be
kept in a house or structure when the windows are open
or when screen windows or screen doors are the only
obstacle preventing the animal from exiting the
structure.
(d) Signs. All owners of dangerous animals within the City
• shall within thirty (30) days of the effective date of
this ordinance display in a prominent place on their
premises a sign easily readable by the public using the
words "Beware of Dangerous Animal" or similar words. In
addition, a similar sign is required to be posted on
the kennel or pen of such animal.
Section 5-78 Registration.

All dangerous animals must be registered with the
Chanhassen Public Safety Department within sixty (60) days
after the effective date of this ordinance.
Section 5-79 Penalty.
It shall be a misdemeanor for the owner of a dangerous
animal to fail to comply with the requirements and
conditions set forth in this ordinance. Any animal found to
be the subject of a violation of this ordinance shall be
subject to immediate seizure and impoundment. In addition,
failure to comply will result in the revocation of the
licence of such animal requiring the immediate removal of
the animal from the City.

Section 2. This ordinance shall become effective immediately
upon its passage and publication.
Adopted by the Chanhassen City Council this 5th day of
October , 1987.
