AN ORDINANCE AMENDING CHAPTER 4
CHANHASSEN CITY CODE, CONCERNING LICENSE AND PERMIT FEES
THE CITY COUNCIL OF THE CITY OF CHANHASSEN, MINNESOTA ORDAINS:
Section 1. The City Code, City of Chanhassen, Minnesota, is hereby amended by adding
a new chapter 4 to read as follows:
Chapter 4. LICENSE, PERMIT, AND ADMINISTRATIVE FEES.
ARTICLE I. IN GENERAL
Sec. 4-1. Policy and Purpose of Chapter. By the enactment of this Chapter, the City
Council intends to establish fees for licenses and permits required by the City Code.
Sec. 4-2. Application of Chapter. Where a direct conflict exists between the amount of a
• license or permit fee set by any provision of this Code and a fee set by this Chapter, the
fee set by this Chapter applies.
ARTICLE II. LICENSE AND OTHER BUSINESS AND PUBLIC SAFETY
RELATED FEES.
Sec. 4-15. Fees Set. The fees for the various licenses required by this Code are set forth
in this section as follows:
(a) Liquor License Fees
1. The annual license fee for an on -sale intoxicating liquor license for the license year
May 1, 2003 through April 30, 2004 shall be:

Section 4-30. The fees and charges for the various permits required by this Code are set
forth as follows:
(a) Building Permit and Fire Prevention Fees

1. Building permit fees shall be as set forth in Table 1-A. When submittal of plans is
• required, and the valuation is more than $3,000.00, a plan review fee equal to 65%
of the permit fee, shall also be charged.
2. Individual Sewage Treatment System permit fees shall be as set forth in Table 1-A.
When submittal of plans is required, a plan review fee equal to 65% of the permit
fee shall also be charged.
3. Fire suppression and fire alarm permit fees, and fees for other construction permits
issued in accordance with the Minnesota State Fire Code, shall be as set forth in
Table 1-A. When submittal of plans is required, a plan review fee equal to 10% of
the permit fee shall also be charged.

• 'Or the total hourly cost to the jurisdiction, whichever is the greatest. This cost shall
include supervision, overhead, equipment, hourly wages and fringe benefits of the
employees involved.

4. HVAC (heating, ventilation & air conditioning), mechanical, plumbing and gas
piping permit fees shall be as set forth in Table 1-13. When submittal of plans is
required, a plan review fee equal to 10% of the permit fee shall also be charged.

(c) Private Development Engineering Fees
1. $300.00 per public street light.
2. Administration Fee in conjunction with the installation of the public
improvements in the plat. The fee shall be calculated as follows:
a) if the cost of the construction of public improvements is less than $500,000,
three percent (3%) of construction costs;
b) if the cost of the construction of public improvements is between $500,000 and
$1,000,000, three percent (3%) of construction costs for the first $500,000 and
two percent (2%) of construction costs over $500,000;
c) if the cost of the construction of public improvements is over $1,000,000, two
and one-half percent (21/2%) of construction costs for the first $1,000,000 and
one and one-half percent (11/2%) of construction costs over $1,000,000.

5. Sewer and Water Hook-up Fees (area trunk fees) for 2003. Fee is paid at time of
building permit. Note: Some parcels may have been previously assessed hook-up
fees. Hook-up fees are based on the number of Sanitary Access Charge (SAC)
units assigned by Metropolitan Council for office or Industrial/Commercial
buildings. Residential hook-up fees are based per unit.

6. Site Inspection for Private Developments - The City hires consultant inspectors at
an average of 20 hours/week @$80.00/hour. This is over and above what the
Developer is required to provide per Development Contract.

7. G.I.S Fees - $25.00/ Plat, $10.00/parcel, and $5.00 surcharge if the plat does not
• contain at least two section corners or quarters and the length and bearing
between them.

The purpose of this code amendment is to consolidate and adopt existing license, permit and
administrative fees by ordinance and to comply with Minnesota Statutes, § 462.353, subd. 4.
A printed copy of Ordinance No. 348 is available for inspection by any person during
regular office hours at the office of the City Manager/Clerk.
