Ordinance 036b0 0.11 VILLAGE OF CHANHASSEN HENNEPIN AND CARVER COUNTIES, MINNESOTA ORDINANCE NO. 36-B AN ORDINANCE AMENDING SECTIONS 2,3, AND 4 OF ORDINANCE NO. 36 ADOPTED MAY 19, 1969, AND ENTITLED "AN ORDINANCE REGULATING AND PROVIDING FOR THE LICENSING OF SIGNS". THE VILLAGE COUNCIL OF CHANHASSEN ORDAINS: Section 1. Sections 2(f), 2(w), 3.04, 3.06, 3.07, 3.11, 3.12, 3.14, 3.18, 3.19, 4.01 (c) , 4.01 (d) , 4.02 (b) , 4.02 (d) , 4.03 (b) , 4.03(c) and 4.04(b) of Ordinance No. 36 adopted May 29, 1969, and entitled "An Ordinance Regulating and Providing for the Licensing of Signs", are hereby amended to read as follows: Section 2(f). "Directional Sign" is a sign erected on private property for the purpose of directing vehicular and pedestrian traffic to public facilities or functions. Section 2(w). "Wall Sign" is any sign which is affixed to the wall of a building, but shall not include a sign painted directly on the wall of the building. Section 3.04. Illuminated signs shall have a shielded light source. Section 3.06. Business or advertising signs shall not be painted, attached, or in any manner affixed to trees, rocks or similar natural surfaces, nor shall signs of any type be painted directly on the wall or roof of a building. • • Section 3.07. Signs which interfere with the ability of vehicle operators or pedestrians to see traffic signs or signals, or which impede the vision of traffic by vehicle operators or pedestrians are prohibited. Section 3.11. Temporary banners and pennants employed for grand openings of business establishments, special events and holidays shall be removed within 14 days after erection. Banners and pennants which are an integral part of the design or arch- itecture of a building are permitted. Section 3.12. One temporary identification sign setting forth the name of the project, architects, engineers, contractors and financing agencies may be installed at a construction site in any district for the period of construction only. Prior approval of a majority of the Village Council shall be required for the use of any such temporary identification sign in excess of 24 square feet in area. Section 3.14. Except as may be specifically authorized by this section, portable signs are prohibited. A portable sign used for the purpose of directing the public may be permitted under the following conditions: a. c. Said sign is coincidental to, or used in conjunction with, a public function, and The period of use of said sign shall not exceed 10 days, and Prior approval of a majority of the Village Council shall be required for the use of any such sign. - 2 - • • Section 3.18. LJ Signs located on the interior of a building are exempt from the provisions of this ordinance. Section 3.19. One direction sign for each separately owned tract of land is permitted in all districts. Directional signs shall bear no advertising and shall not exceed 4 square feet in area. Temporary directional signs shall be removed within 7 days after termination of the function for which said signs are employed. Section 4.01(c). Area Identification Sign: One sign not to exceed 24 square feet in area for each development district entrance. Section 4.01(d). Free standing signs shall not exceed 6 feet in height as measured from the elevation of the centerline • of the adjoining roadway; except that at those sites at which the elevation of the abutting property is higher than the center- line of the adjoining roadway, the height of any such sign shall not exceed 6 feet as measured from the elevation of said abutting property at the site of such sign. Section 4.02(b). Area Identification Signs: One sign for each development district entrance. Such sign shall not exceed 24 square feet in area nor be placed within 10 feet of any street right of way. Section 4.02(d). Free-standing signs shall not exceed 6 feet in height measured from the elevation of the centerline of the adjoining roadway; except that at those sites at which the • elevation of the abutting property is higher than the centerline of the adjoiing roadway, the height of any such sign shall not exceed 6 feet as measured from the elevation of said abutting - 3 - • property at the site of such sign. Section 4.03(b). Free-standing Signs: One free-standing sign for each building facing each street frontage. The total area of each sign shall not exceed 80 square feet in area with a maximum height of 20 feet without prior approval of a majority of the Village Council. Section 4.03(c). Area Identification Signs: One sign for each development district entrance. Each sign shall not exceed 100 square feet in area. Section 2. There is hereby added to Section 2 of Ordinance No. 36 Subsection (mm) which'shall read as follows: (mm) "Integral Sign" is a sign so constructed as to be an integrated portion of the building of which it forms • a part. Section 3. There is hereby added to Section 3 of Ordinance No. 36 Subsection 3.041 which shall read as follows: 3.041 Except for illuminated public service informational signs authorized by Section 4.03(f), illuminated flashing signs, moving or revolving signs or beacons, zip flashers, or similar devices are prohibited in all districts. Section 4. There is hereby added to Section 4 of Ordinance No. 36 Subsection 4.03(f) which shall read as follows: 4.03(f)Public Service Informational Signs: One wall or free- standing sign showing weather, time, temperature and • similar public service announcements for each building. - 4 - 0 • • Such sign shall be operated automatically and shall furnish accurate and current information which shall occupy not less than 25% of the sign area. The balance of the sign area shall display only the name of the owner or lessee of the sign. Section 5. This ordinance becomes effective from and after its passage and publication.
