Ordinance 070• CITY OF CHANHASSEN 6� CARVER AND HENNEPIN COUNTIES, MINNESOTA7,o ORDINANCE NO. 70 a 10 AN ORDINANCE ESTABLISHING A POLICE LIAISON COMMISSION FOR THE CITY OF CHANHASSEN THE CITY COUNCIL OF CHANHASSEN ORDAINS: SECTION 1. ESTABLISHMENT OF COMMISSION. 1.01. A'Police Liaison Commission for the City of Chanhassen is hereby established. The Commission shall be a police services coordinating agency advisory to the City Council. As used in this ordinance the term "Commission" shall mean the Police Liaison Commission, "Council" shall mean the City Council of Chanhassen, and "Police Agency" shall mean the Carver County Sheriff's Department or such other law enforce- ment agency as may be designated by the Council from time to time to provide regular police patrol services to the City of Chanhassen. SECTION 2. PURPOSE. • 2.01. The purpose of the Commission is to enhance police service within the boundaries of the City and to promote communication among the citizenry, the City Council, and the Police Agency then serving the City. SECTION 3. COMMISSION COMPOSITION, TERMS AND VACANCIES. 3.01. Composition. The Commission shall consist of five voting members. Four of the five members shall be appointed and may be removed by a four-fiths vote of the Council. The fifth member of the Commission (hereinafter the "Policing Agency Member") shall be designated by the Policing Agency from among -its staff supervisors. One of the four Commission members to be appointed by the Council (hereinafter the "Council Member") shall be chosen by the Council from among its own members. Three of the four Commission members to be appointed by the Council (hereinafter the "Citizen Members") shall be residents of the City of Chan- hassen who are neither City officials, nor employees of either the City of Chanhassen or of the Policing Agency. 3.02. Terms and Vacancies. The term of the Policing Agency Member shall be two years. The term of the Council Member of the Commission shall be two years, or such shorter • period of time as may coincide with his or her term of office . as a member of the City Council. Those initially appointed to the three Citizen Member seats on the Commission shall be appointed for terms of one year, one year, and two years respectively. Thereafter all Commission Members shall be appointed for two year terms. Commission Members shall hold office until their successors have been appointed and qualified. Each vacancy in an unexpired term shall be filled in the same manner in which the original appointment was made. SECTION 4. ORGANIZATION AND MEETINGS. 4.01. The Commission shall elect a chairman from among its "C zen Members" for a term of one year. The chairman shall preside at all meetings of the Commission and at each meeting, the chairman shall submit such recommendations and information as he may consider proper concerning the business, affairs and policies of the Commission. 4.02. The Commission shall hold at least one regular meeting each month. It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions and findings, which record shall be a public record. On or before July first of each year the Commission shall submit to the Council a report of its work during the preceding • year. On or before August first the Commission shall submit to the Council a budget for proposed expenditures during the next fiscal year. Expenditures of the Commission shall be within amounts appropriated for the purpose by the Council. • SECTION 5. PROGRAM OF WORK. 5.01. The Commission shall prepare a program of work, outlin ni g activities it proposes to undertake; said program may include: a. The establishment of city needs and prioritization of available police personnel hours to best meet those needs. b. The facilitation of improved city/police communications. C. The recommended action of changes in present police services contract rate program and the monitoring of the cost of other police protection alternatives. d. The maintainence of statistics (national, state, metro, local). -2- i e. The promotion of public safety and community education programs. f. The conduct of research for the Council on police matters. g. Meeting with individuals, business and citizen groups concerning public matters, grievances and needs. SECTION 6. ANNUAL REPORT. 6.01. The Commission shall render annually a full report of its work to the Council. SECTION 7. EFFECTIVE DATE. 7.01. This ordinance becomes effective from and after its passage and publication.
