Ordinance 070b.wp • CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA ORDINANCE NO. 70-B AN ORDINANCE ESTABLISHING A PUBLIC SAFETY LIAISON COMMISSION FOR THE CITY OF CHANHASSEN THE CITY COUNCIL OF CHANHASSEN ORDAINS: SECTION 1. ESTABLISHMENT OF COMMISSION. 1.01. A Public Safety Commission for the City of Chanhassen is hereby established. The Commission shall be a public safety coordinating agency advisory to the City Council. As used in this ordinance the term "Commission" shall mean the Public Safety Commission, "Council" shall mean City Council of Chanhassen, and "Police Agency" shall mean the Carver County Sheriff's Department or such other law enforcement agency as may be designated by the Council from time to time to provide regular public safety services to the City of Chanhassen. SECTION 2. PURPOSE. 2.01. The purpose of the Commission is to enhance public safety within the boundaries of the City and to promote com- munication among the citizenry, the City Council, and the Public Safety Agency then serving the City. SECTION 3. COMMISSION COMPOSITION, TERMS AND VACANCIES. 3.01. Composition. The Commission shall consist of five voting members. Four of the five members shall be appointed and may be removed by a four-fifths vote of the Council. One of the five Commission members to be appointed by the Council (hereinafter the "Council Member") shall be chosen by the Council from among its own members. Four of the five Commission members to be appointed by the Council (hereinafter the "Citizen Members") shall be residents of the City of Chanhassen who are neither City officials, employees of the City of Chanhassen, or employees of the Policing Agency. 3.02. Terms and Vacancies. The term of the Council Member of the Commission shall be two years, or such shorter period of time as may coincide with his or her term of office as a member of the City Council. All Commission Members shall be appointed for two year terms. Commission Members shall hold office until their suc- cessors have been appointed and qualified. Each vacancy in an unex- pired term shall be filled in the same manner in which the original appointment was made. SECTION 4. ORGANIZATION AND MEETINGS. • 4.01. The Commission shall elect a chairman from among its Members for a term of one year. The chairman shall preside at all meetings of the Commission and at each meeting, the chairman shall submit such recommendations and information as he may consider proper concerning the business, affairs and policies of the Commission. The City Manager or his/her designee, shall act as secretary to the Commission, but shall not be a member. 4.02. The Commission shall hold at least one regular meeting each month. It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions and findings, which record shall be a public record. On or before July first of each year the Commission shall submit to the Council a report of its work during the preceding year. On or before August first the Commission shall submit to the Council a budget for pro- posed expenditures during the next fiscal year. Expenditures of the Commission shall be within amounts appropriated for the purpose by the Council. SECTION 5. PROGRAM OF WORK. 5.01. The Commission shall assist the Public Safety Director in preparing a work program outlining activities it proposes to undertake; said program may include: a. Needs and prioritization of available public safety personnel hours to best meet those needs. b. The facilitation of improved city/public safety communications. C. The recommended action of changes in present police services contract rate program and the monitoring of the cost of other public safety protection alternatives. d. The maintenance of statistics (national, state, metro, local). e. The promotion of public safety and community educa- tion programs. f. The conduct of research for the Council on public safety matters. g. Meeting with individuals, business and citizen groups concerning public safety matters, grievances and needs. SECTION 6. ANNUAL REPORT. 6.01. The Commission shall render annually a full report of its work to the Council. -2- SECTION 7. REPEAL. . 7.01. City Ordinance No. 70-A passed on October 4, 1982 is hereby repealed. SECTION 8. EFFECTIVE DATE. 8.01. This ordinance becomes effective from and after its passage and publication. A printed copy of the ordinance is available for inspection by any person during regular office hours at the office of the City Clerk at Chanhassen City Hall, 690 Coulter Drive, Chanhassen, Minnesota. The purpose of the Commission is to enhance public safety within the boundaries of the City by promoting communication among the citizenry, the City Council, and the Public Safety Departments servicing the City. The Commission shall consist of five voting members which shall consist of four citizen members and one Council member. This ordinance is in full force effective upon its passage and publication.
