WHEREAS, the cities of Chaska and Chanhassen met in joint session
on March 30, 1981 for the purpose of discussing concerns related
to the routing and construction of proposed County State Aid Highway
(CSAH) 18 from TH 41 to TH 101; and
WHEREAS, it was agreed by both cities to consider a formal
resolution establishing criteria to be used by the County in further
studies related to the feasibility of route alternates 3 and 4 for that
segment of CSAH 18 between TH 41 and County Road 17 in order to choose
the route which most closely meets the concerns and needs of both
cities and ensures its timely construction in 1982.

NOW, THEREFORE, BE IT RESOLVED By the City Council that it supports
the 1981 construction of CSAH 18 from County Road 17 to TH 101 and
the 1982 construction of CSAH 18 from TH 41 to County Road 17.
For the 1982 project, the City prefers the route alternate 3 or 4
depending upon which most completely addresses the following criteria:
1. Property severance by the road should be kept to a minimum,
following section lines and/or property lines wherever
practicable;
2. Preservation of scenic and wooded areas shall receive the
utmost consideration;
3. The selected route shall be as far south in Chanhassen
as possible; and
4. Cost effectiveness.
BE IT FURTHER RESOLVED that Carver County should initiate a joint
effort with the City of Chanhassen to determine the most desirable
method to connect with Hennepin CSAH #1 and to actively pursue in-
clusion of that connection in the Carver County and Hennepin County
Capital Improvement Programs.
BE IT FURTHER RESOLVED that no further extension of CSAH 18 should
be proposed west of the ravine in Chaska located approximately 1,000-
1,300 feet west of TH 41 until CSAH 18 is adequately connected to
Hennepin CSAH #1 or determined to be not feasible, or construction
of TH 212 between I-494 and Chanhassen becomes imminent.
