RESOLUTION
APPROVING A MODIFICATION OF THE TAX INCREMENT
FINANCING PLAN AND THE USE OF TAX INCREMENT
FINANCING FOR THE TAX INCREMENT DISTRICT NO. 2
WHEREAS, the Council of the City of Chanhassen by its Resolution
No. 80-54 adopted December 15, 1980, established Municipal Development
District No.1 and Tax Increment District No.2, and
WHEREAS, Tax Increment District No. 2 is a Economic Development
District as defined in Section 273.73 (12) of Minnesota Statutes, and
WHEREAS, the Council desires to enlarge Tax Increment District
No. 2 to include all of the area described on Exhibit A attached hereto
and made a part hereof.
WHEREAS, it is desirable and in the public interest. that the
Municipality enlarge Tax Increment District No. 2 so as to undertake and
trry out a tax increment financing plan, pursuant to Chapter 273 of
'nne~ota Statut:s~ encompassing the entire area, which is more particularly
escr~bed on Exh~b~t A attached hereto and made a part hereof, and . .
WHEREAS, the City Council has reviewed "Tax Increment District
No. 2 Amended Plan" dated July 1981 and prepared by Bather-Ringrose-
Wolsfeld-Jarvis-Garder, Inc. (herein called the Amended Plan Booklet) ,
which sets forth the municipal development program for the municipal
development district and an amended tax increment financing plan for
the enlarged economic development district, which is described on
Exhibit A hereto, and
WHEREAS, the Amended Plan Booklet sets forth the municipality's
estimate of the fiscal and economic impact of the tax increment
financing on the assessed values of all taxing jurisdictions in which
the area of ~nlargement of Tax Increment District No. 2 is located, and
the municipality's estimate of the fiscal and economic implications of the
enlargement of said tax increment financing district, and
WHEREAS, the Amended Plan Booklet has been submitted to the
Chanhassen Planning Commission, the planning agency of the Municipality,
for its review, and
WHEREAS, the Amended Plan Booklet has been submitted to the
Board of Commissioners of Hennepin County, Minnesota for its review, and

WHEREAS, the Amended Plan Booklet has been submitted to the
School Board of the Eden Prairie School District, and

WHEREAS, the City Council, on July 27, 1981, after having
published a notice of public hearing in both the official newspaper of
the Municipality and in a newspaper of general circulation within the
Municipality, conducted a public hearing on the Amended Plan Booklet
and received public comments on the same, and

WHEREAS, the City Council considered all comments received
from the Chanhassen Planning Commission, the Board of Commissioners of
Hennepin County, and the School Board of the Eden prairie School
District, respecting the contents of the Amended Plan Booklet, and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Chanhassen:
1. That it is hereby found and determined that there continues to
be need !9r new development in Municipal Development District No.1.
2. That the Council hereby reconfirms its findings made in its
Resolution No. 80-54, dated December 15, 1980.
3. That it is hereby found and determined that the area of
enlargement described on Exhibit A hereto is an Economic Development
District within the meaning of Chapter 273 of Minnesota Statutes, and
Tax Increment District No. 2 is hereby enlarged to encompass all of said
area.
4. That it is hereby found and determined that the designation
of the entire area described on Exhibit A hereto as an Economic ()
Development District will discourage commerce, industry, and manufactu .." dlg
from moving their operations to another state and will result in ~ncreased
employment in the Municipality, and will preserve and enhance the tax
base of the Municipality.
5. That it is hereby found and determined that the proposed
development of the area described on Exhibit A hereto would not occur
solely through private investment within the reasonably foreseeable
future and therefore the use of tax increment financing within Tax
Increment District No.2, as enlarged by this resolution, is deemed
necessary.
6. That it is hereby found and determined that the tax increment
financing plan set forth in the Amended Plan Booklet conforms to the
general plan for the development of the Municipality as a whole.
7. That it is hereby found and determined that the tax increment
finanancing plan set forth in the Amended Plan Booklet will afford
maximum opportunity, consistent with the sound needs of the City as a
whole, for the development by private enterprise of Tax Increment Dis-
trict No. 2 as enlarged by this resolution.
8. That the tax increment financing plan, as set forth in the
Amended Plan Booklet having been duly reviewed and considered, is hereby
approved and the entire area described in Exhibit A hereto is hereby
designated as an Economic Development District pursuant to Chapter 273
of Minnesota Statutes, and Tax Increment District No. 2 is hereby expanded
to include all of the area described in Exhibit A hereto.
