RESOLUTION IN OPPOSITION TO THE SELECTION OF A SITE IN CHANHASSEN FOR
A SOLID WASTE LANDFILL FACILITY.
WHEREAS, a portion of the City of Chanhassen located south of
the intersections of County Road l7 and Lyman Boulevard has been designated
a study area "D" for the siting of a solid waste landfill;

AND, WHEREAS, the designated study area is unsuitable for a
waste landfill for the following reasons:
It is within the rural service area.
It contains lands designated as good agricultural lands.
It contains lands which are currently used uniquely for commercial
vegetable production.
It contains various streams, intermittent streams and drainage
ditches.
It is approximately 5,000 feet away from City Well Field #4.
It contains areas of high water table.
It contains significant amounts of mature tree cover.
It contains wetlands 23-02,23-03,23-04,23-05 and 23-06 as per the
Chanhassen Wetland Conservation Basins Study of 1978.
It contains significant areas of soils classified as poorly drained
deppressional areas as well as marsh and peat areas.
lO. It contains lands with variable slope conditions with slopes
ranging from 2 to +l8%.
ll. It lies immediately adjacent to the approved Planned Residential
Developments of Lake Susan West and Lake Susan South with expected pop-
ulations of 2,800 and l,400 persons respectively.

l2. The establishment of a land fill in the study area with its
attendant traffic noise, odors and release of methane gas, would
have a deliterious affect on the property values of the Lake Susan
West and Lake Susan South Developments as well as those of
existing nearby residents.
l3. The prevailing wind patterns will cause odor problems for nearby
existing and proposed residences.
l4. It is furthest away from Carver County center of waste generation.
l5. It is within an area designated as a groundwater recharge area
as per the Metropolitan Council Protection Open Space plan map
dated February 1973.
l6. It is bisected by the proposed Highway 212 transportation corridor.
l7. It is partially traversed byfue William's Brothers Gas Pipeline.
l8. The use of the proposed site for recreational purposes after land
filling activities cease would be inconsistent with the Chanhassen
plan for park service areas.
19. The alternate use of the proposed site for agriculture purposes
after land fill activities cease would be incompatible in the
long term as surrounding areas urbanize.

20. That many of the same conditions that were found in the study
area west of Lake Ann and Lake Lucy which was dropped from the
list of study areas, are present at the site presently under review.
2l. That the siting of a land fill as proposed is inconsistent with
the Zoning Ordinance and Comprehensive Plan of the City of Chanhassen.
NOW, THEREFORE, the City Council of the City of Chanhassen
believes that the designated solid waste landfill study area in Chanhassen
should be eliminated from further consideration as a possible landfill
site.
Passed and adopted by the City Council of the City of Chanhassen this
7th day of December, 1981.
