83-29 e e e i '.,; · CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA RESOLUTION Dated: June 6, 1983 Motion By Councilmember: Ham1lton Resolution No. 83-29 Seconded By Councilmember: Horn RESOLUTION PURSUANT TO INDIVIDUAL SEWAGE TREATMENT SYSTEM ORDINANCE WHEREAS, the City of Chanhassen Individual Sewage Treatment System Ordinance, Ordinance No. lO-A regulates the installation, repair, and maintenance of individual sewage treat- ment systems, and WHEREAS, said Ordinance stated that by resolution the City Council shall establish certain permit fees, license fees, minimum qualifications for certain licensees. NOW THEREFORE, BE IT RESOLVED, that the Chanhassen City Council hereby adopts the following license fee schedule pursuant to said Ordinance No. lO-A: A. Individual Sewage Treatment System Permit Fees l) Single Family Residential: $50 New Standard System Installation $75 New Alternative System Installation $40 Rehabilitation or Repair of Existing System 2) Commercial, Industrial, Multiple Dwelling and all Others: $75 New Standard System Installation $100 New Alternative System Installation $50 Rehabilitation or Repair of Existing System 3) Late Penalty Fee: (for work proceeding permit approval) Late fee shall be twice the original permit fee. 4) Permit Renewal Fee: (Applicable when permitee fails to utilize permit with 12 months) One-half (1) the original permit fee. B. Pumper Fee $5 All systems . . C. Annual License Fees e $35 Installer/Designer License $25 Pumper License $20 Percolation Tester/Site Evaluator License Any person seeking to acquire a Chanhassen license must pay the above license fee, however, a person meeting the primary qualifications shall not be required to have a separate city license. The license year shall run from April 1 to March 31. The license fee shall not be refunded in the event of denial, surrender, or revocation of a license. BE IT FURTHER RESOLVED, that the following license application requirements pursuant to Ordinance 10-A are hereby established. A. Installer License: Primary Qualifications: l. Proof of issuance of a valid Carver County Installer License under Carver County Ordinance 21, as amended, and 2. A satisfactory record of Compliance (where applicable) with Chanhassen Ordinance lO-A, and e 3 . Filing of a $2,000.00 performance bond with the City Inspector, or in lieu of the aforesaid primary qualifi- cation, the following: Substitute Qualifications: l. Certificate of Achievement from University of Minnesota/ Minnesota Pollution Control Agency Home Sewage System Workshop (not applicable after January l, 1984), and 2. After January l, 1984, proof of certification (or provi- sional certification) by the Minnesota Pollution Control Agency, and 3. A satisfactory record of compliance (where applicable) with Chanhassen Ordinance lO-A, and 4. Filing of a $2,000.00 performance bond with the City Inspector. And for Alterantive Systems: Proof of passing of written Alternative Systems test administered by Carver County Inspector. e B. Pumper License: -2- .. e e e .. primary Qualifications: I. Proof of issuance of a valid Carver County pumper License under Carver County Ordinance 2l, as amended, and 2. A satisfactory record of compliance (where applicable) with Chanhassen Ordinance lO-A, and 3. Filing of a $2,000.00 performance bond with the City Inspector, or in lieu of the aforesaid primary qualifi- cations, the following: Substitute Qualifications: l. Proof by written notarized statement of the applicant that he has the capacity to meet the requirements of Secton 7.08 of Ordinance 10-A throughout the proposed license period, and 2. A satisfactory record of compliance (where applicable) with Chanhassen Ordinance lO-A, and 3. After January l, 1984, proof of certification (or provi- sional certification) by the Minnesota Pollution Control Agency, and 4. Filing of a $2,000.00 performance bond with the City Inspector. C. Percolation Tester/Site Evaluator License: Primary Qualifications: I. Proof of issuance of a valid Carver County Percolation Tester/Site Evaluator License under Carver County Ordinance 21, as amended, and 2. Filing of a $2,000.00 performance bond with the City Inspector, and 3. A satisfactory record of compliance (where applicable) with Chanhassen Ordinance lO-A, or in lieu of the afore- said primary qualifications, the following: Substitute Qualifications: I. Proof by written notarized statement of the applicant that his testing equipment is capable of performing the requirements of Ordinance lO-A and 6MCAR 4.8040 Section D., and 2. Certificate of Achievement from the at University of Minnesota/Minnesota Pollution Control Agency Home Sewage System Workshop (not applicable after January l, 1984), and -3- I' '. p e 3. After January l, 1984, proof of certification (or provi- sional certification) by the Minnesota Pollution Control Agency, and 4. Filing of a $2,000.00 performance bond with the City Inspector. D. Designer License: Primary Qualifications: l. Proof of issuance of a valid Carver County Designer License under Carver County Ordinance 21, as amended, and 2. A satisfactory record of compliance (where applicable) with Chanhassen Ordinance lO-A, and 3. Filing of $2,000.00 performance bond or certificate of errors and omissions insurance with the City Inspector, or in lieu of the aforesaid primary qualifications the following: Substitute Qualifications: l. As To Standard Systems: e a) Certificate of Achievement from University of Minnesota/Minnesota Pollution Control Agency Home Sewage System Workshop (not applicable after January l, 1984), and b) After January l, 1984, proof of certification (or provisional certification) by the Minnesota Pollution Control Agency, and c) Filing of $2,000.00 performance bond or certificate of errors and omissions insurance with the City Inspector, and 2. As To Alternate Systems: a) In addition to the standard system substitute quali- fications, file proof of registration with the State of Minnesota as a registered professional engineer. Proof of a satisfactory record of compliance with Chanhassen Ordinance lO-A shall be applicable to applicants who have not previously been licensed under said Ordinance. e In the case of any licensee who was issued a Chanhassen license under the primary qualifications requirements of this resolution, the City of Chanhassen license of said licensee shall be subject to the same restrictions and limitations which were imposed on his Carver County License. -4- . e e /'. .
