A RESOLUTION IN OPPOSITION TO A PROPOSED SOLID WASTE LANDFILL SITE
LOCATED IN THE CITIES OF CHANHASSEN AND EDEN PRAIRIE.
WHEREAS, certain properties within the Cities of Chanhassen and
Eden prairie in the area south of Minnesota Trunk Highway 5, west
of Mitchell Lake and north of Rice Marsh Lake have been designated
by the Metropolitan Council as a proposed solid waste landfill
site~ and
WHEREAS, the City of Chanhassen believes that the proposed
site is unsuitable for a solid waste landfill for the following
reasons:
l. The site is approximately l,500 feet southeast of Chanhassen
Municipal Well No.2 and may lie within this well's zone of
influence.

2. The site contains areas of high water table and significant
areas of soils classified as poorly drained depressional
soils and marsh and peat areas.
3. The proposed site, which includes portions of both Rice Marsh
Lake and Mitchell Lake within its boundaries, has drainage
patterns which flow predominately to~ards both of these lakes.
Also, the site is approximately l,OOO feet north of Riley
Creek, which is the outlet for Rice Marsh Lake, and approxi-
mately 4,500 feet north of Lake Riley.
4. The site lies directly adjacent to the Chanhassen Estates
neighborhood, which contains approximately 125 homes.

5. The northwest corner of the site includes a 72 acre Business
Park, which is the home of CPT Corporation's principal U. S.
manufacturing facility. This facility currently employs 446
persons and represents a capital investment for just the
building of approximately $4,000,000. Furthermore, this pro-
perty has been designated as an Economic Development District
by the City of Chanhassen. An estimated l,070 new private
sector jobs will be created within the project area when fully
developed. (A copy of the City's Economic Development Plan for
this property is attached for reference.)
6. Substantial public investment has already been made in support
of this developing Business Park, with additional public
improvements scheduled for construction as early as next year.
7. The development of the proposed site as a solid waste landfill
would exacerbate existing transportation problems along the

Highway 5 corridor. Officials from both the Minnesota
Department of Transportation and the Metropolitan Council
have publicly recognized that Highway 5 is already operating
beyond design capacity, with funding for capacity improve-
ments to relieve existing traffic congestion problems limited
to the segment east of County Road 4 in Eden Prairie.

The development of the proposed site as a solid waste landfill
with its attendant potential for noise, odors, and release of
methane gas is incompatable with existing and proposed land uses
on and around the site.
9.
The development of the proposed site as a solid waste landfill
is inconsistent with the adopted Comprehensive Plan of the
City of Chanhassen.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the
City of Chanhassen believes that Eden Prairie/Chanhassen Solid
Waste Landfill Site No. I should be eliminated from further con-
sideration by the Metropolitan Council.
