Well Nos. 12 and 13, Project Nos. 08-04 & 08-05: Accept Bids and
Award Contract for Raw Watermain
REQUEST
Staff requests the City Council approve a bid and a construction contract in the
amount of $549,399.73 to GM Contracting, Inc. for work to be performed on the
above-referenced project.
BACKGROUND
On October 22,2007, Council authorized a consultant contractwithBarr Engineering
Co. for the improvements to Well Nos. 12 and 13.
On November 13, 2007, staff held a neighborhood meeting for surrounding property
owners to learn about the project.
On December 10, 2007, Council approved the plans
Ad for Bids for the wells.
On January 14, 2008, Council awarded a
DISCUSSION
Proposed Wells 12 and 13 are intended to replace was
lost last summer when Wells 5 and 6 failed. Well 12 is located near Lift ,
,
Station No. 12 in South Lotus Lake Park. Well 13 is located inChanhassen Estates
Park. This project is to install pipe from the new wells to the trunk raw watermain
that supplies the new east water treatment plant. The water from these wells will ,be
treated at the plant.
BIDS
Bids for the project were 15, 2008 at 2:00 p.m.; eight bids
were received. The bids were tabulated and errors were found in the apparent low bid

that were significant and resulted in a new low bidder. The corrected bids received
were as follows:

Based on the errors that were found the specifications required the corrected tabulate
of bids be used.
GM Contracting has not previously done work in the City but references have been
checked and staff finds their work acceptable.
The engineer's estimate for the work was $578,585.66 for the Base Bid Plus Alternate
1 part of the work. The bid is about 5% under the engineer's estimate and is
considered reasonable and in line with the expected price of the project.
Two alternates were included for the section of raw watermain that crosses under
Highway 5. The alternates were included to compare the costs of different pipe
materials. Alternate 1 which included High Density Polyethylene pipe ended up
being the lower of the two material options and is recommended as the alternate that
should be awarded. Alternate 2 which is not recommended to be awarded included
Ductile Iron Pipe.
FUNDING
This project was budgeted for 2008 in the CIP Page W-43 & W-47.

Staff will be requesting CZouncil approve electrical components and supervisory
equipment and software quotes at a future council meeting. The electrical
components will be the last items necessary for the well projects.
RECOMMENDA TION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council awards a construction contract for the Construction of
Raw Watermain for New Wells 12 & 13 Improvement Project No's. 08-04 and 08-05
to GM Contracting Inc. in the amount of $549,399.73."
