March 10, 2008 FROM: DATE: SUBJECT: 2008 Stormwater Pond Cleanout Project No. SWMP-18D: Approve Contract Quote for Pond Clean out REQUESTED ACTION (Simple Majority Vote Required) City Council is recommended to authorize the quote and approve the construction contract in the amount of $15,625.00 with Kusske Construction Company for the above referenced project. BACKGROUND In order to meet water quality treatment and rate control standards, it is necessary to maintain a minimum volume within a given pond. Ponds are designed to trap sediment and this entrapment of sediment leads to a reduction in volume within the pond necessitating regular maintenance of the ponds. Based upon field review by City Staff as well as resident concerns, three ponds have been identified for cleanout this spring. These ponds are shown on the attached map. In addition, Chanhassen is an MS4 City permitted under the National Pollution Detection and Elimination System (NPDES). Under our NPDES permit, we are required to inspect 20% of our ponds annually and maintain these ponds to their design parameters. On February 13, 2008, quotes for this cleanout were requested form Kusske Construction Company and Parrott Contracting. The two quotes received are summarized as follows: Kusske Parrott Submitted prior to the deadline ./ ./ V olume of Clean out ./ ./ Offsite Disposal of Materials ./ ./ Site Restoration ./ ./ Base Fee $15,625 $19,520 Based upon the two quotes received and the previous work performed by Kusske Construction Company in the City of Chanhassen, staff is recommending approving the lesser quote submitted by Kusske Construction Company and authorizing the pond cleanout work be performed by Kusske Construction Company. Paul Oehme March 10, 2008 SWMP-18D, 2008 Pond Cleanout Page 2 Detailed Work Plan The scope of the project includes: Task 1: Excavate and dispose of approximately 195 cubic yards of material. Task 2: Dewater Longacres Pond through filter sock. Task 3: Replace geotextile fabric and riprap at inlets and/or outlets. Task 4: Apply erosion control blanket and re-seed disturbed areas. Task 5: As-Built Survey of the Longacres Pond. The Contractor, upon completion of the excavation of the Longacres Pond, will contact the City so that a survey crew can be scheduled to perform a topographic survey of the as-built conditions of the pond to determine that it was restored to the original design conditions. This survey is anticipated to be performed by HTPO at an additional cost of $3,000.00. SCHEDULE If this project moves forward, staff anticipates the following project schedule: Award Consultant Contract March 10, 2008 Send Letters to Neighbors March 3, 2008 Start Construction March 11-15,2008 Construction Complete April 14-18, 2008 FUNDING Funding for this project is anticipated to come from the CIP SWMP-012. A total of $350,000 has been budgeted to address stormwater issues in existing developments and for the maintenance of existing infrastructure. The contract will be a time and materials based work not to exceed amount. The contractor will be required to submit time sheets verifying the hours worked on the project and itemized expense sheets. Staff will review the invoices and expense sheets for accuracy and conformance to the contract. RECOMMENDA TION Move to approve the quote submitted by Kusske Construction Company in the amount of $15,625.00 and authorize the cleanout work on ponds BC-P1.7A2, LR-P1.6 and LR- P1.7A.
