Award Construction Contract for Infiltration/Inflow Project.
BACKGROUND
On November 13,2007, staff reviewed with the Council the Metropolitan Council III
(Infiltration and Inflow) surcharge program and discussed the recently completed
2007 (III) project. Staff also discussed the 2008 proposed project with the Council.
DISCUSSION
The 2008 III project is designed to identify and eliminate areas in the sanitary sewer
system that allows groundwater or surface water to enter. These improvements
include lining sewer pipes, pipe joint sealing, grouting manholes and pipe joints.
Repairs to the sewer pipes are scheduled to take place near the downtown area. The
sewer pipes in this project are some of the older sewers in the City. Staff feels these
areas contribute some of the highest levels of III to the system. Two alternate bids
were included in the project. Attached is a map showing the repair areas proposed
for 2008.
Alternate A is for lining a trunk 33-inch diameter, 220-ft. long, corrugated metal pipe
that was constructed under Powers Blvd. This section of pipe was installed in 1979.
Typically in today's industry corrugated metal pipe is used in storm water systems,
not sanitary sewers. The reason for lining this pipe is because the metal has
deteriorated due to the sewer gases. Lining is a good alternative to replacing the pipe
in this application because the street does not have to be open cut. The liner is made
of fiberglass fabric material with resin which gives the pipe structural strength. This
section of corrugated metal pipe is the only known section of corrugated metal pipe
left in the City. The other sections of corrugated metal pipe have already been lined.
It is recommended to line this pipe at this time based on the condition of the pipe
from the 2006 televising investigation report.

Alternate B is for repairing the sanitary sewer line along the north and west sides of
Lake Susan. This area is known to have some II I problems due to the high
groundwater table from the proximity to the Lake. This area was chosen as an
alternate area to repair depending on the bid prices. Staff feels this area can wait to
be included in a future sewer repair project.
On February 28, 2008 at 2:00 p.m., bids were received. The bids and engineer
estimate is shown below:

The low bidder for the project was Infrastructure Technologies Inc. Infrastructure
Technologies Inc. has worked on other City sewer projects. Their work has been
acceptable.
Funding for this project has been budgeted for in the 2008 CIF, Project SS-012, and
will be paid for by the Sewer Utility fund. The amount budgeted for 2008 is
$200,000. Staff fells that Alternate bid A, lining of the corrugated metal pipe be
included in the project at this time because of the condition of the pipe. Due to the
amount of funding allocated for the 2008 project, staff feels that Alternate B can be
removed from the project for this year. The total price for the Base Bid and
Alternate A is $202,611.00. All the work associated with this project is eligible for
offsetting the MCES surcharge.
RECOMMENDA TION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council awards a construction contract for the 2008 Sanitary
Sewer Rehabilitation Project to Infrastructure Technologies Inc. in the amount of
$202,611.00. "

This annual project includes televising, repairs and rehabilitation of existing sanitary sewer. The program also detects and eliminates points of
entry of ground water and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration
Report. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees.

Justification I
City staff has identified numerous older sewer lines that are in need of repair. The City ofChanhassen pays the Metropolitan Council for sewage
treatment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its
way into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to
the City for sewage disposal and increasing the load on the City's lift stations. Also, MCES may place a surcharge on cities that are not trying to
improve the inflow and infiltration problem.

Operational Impact/Other I
The efforts may decrease operational costs, emergency call outs and maintenance costs. It is also the city's intent to use connection charges to help
fund for those costs. It is the city's belief that as new customers come on line those connection fees should help fund future infiltration problems.
