BACKGROUND Bluff Creek is listed as a stream which is impaired for turbidity and fish biological indices. The Minnesota Pollution Control Agency has recently begun the Total Maximum Daily Load study and implementation plan for Bluff Creek. This will build upon the past research which has been performed on Bluff Creek. In particular, Barr Engineering assessed the gullies and escarpments along the Bluff Creek Corridor which are depositing sediment within Bluff Creek. This study identified twenty two (22) occurrences of ravine or bank erosion along the corridor. This particular area is identified as Ravine #2 and is classified as severely eroded. Staff has discussed with the owner of the property that contains the majority of the ravine and the Minnesota Department of Transportation (MnDot) about stabilizing the ravine. Staff met on-site with the owner and MnDot to discuss the issue in greater detail. : -.-... ! .--..-_. : '::::= =:=-- : -- ---.: e>.. _._- : ---~.. : <;} II~ MnDot is planning to stabilizing the eastern fork of Ravine #2 in conjunction or before the scheduled mill and overlay for Highway 101. The mill and overlay project is scheduled to occur in 2009. It would be beneficial to coordinate the work of stabilizing the west ravine, which is the City's responsibly, with the work MnDot plans to complete on the east branch. This coordination will allow for access to the site as well as an area from which construction can be staged. Space is otherwise limited due to steep slopes and heavy forest cover. Paul Oehme March 24, 2008 SWMPI2-22A, Ravine #2 Page 2 In addition to stabilizing the ravine, it will be necessary to address the current condition of the outlet from Mandan Circle. Currently, water is directed to a catch basin which discharges through an above-ground, 12-inch corrugated metal pipe (CMP) into the ravine. The outlet for the CMP is elevated approximately ten feet above the bottom of the ravine t / * .... . "'.r it thereby increasing the force of the \- ~. water as it enters the channel and eroding the ravine more. In an effort to address this issue now, staff is proposing to install a drop structure on Mandan Circle and directionally bore a high density polyethylene pipe (HDPE) to a second drop structure prior to discharging into the ravine. This will act to dissipate the energy at the outfall and minimize the erosive force of the runoff into the channel. Rip rap will be placed at the outlet to further dissipate energy. In the future, the pipe should be extended down the bluff to further minimize erosion of the ravine and bluff. On March I, 2008, quotes for this cleanout were requested from Kusske Construction Company and Parrott Contracting. Parrott Contracting has completed numerous projects for the City. Their work has been acceptable. Task 5: Replace geotextile fabric and rip rap at outlet SCHEDULE If this project moves forward, staff anticipates the following; project schedule: Award Consultant Contract March 24, 2008 Send Letters to Neighbors March 25,2008 Start Construction After road restrictions are lifted Construction Complete Late May, 2008 FUNDING Funding for this project is anticipated to come from the CIP SWMP-024. A total of $150,000 has been budgeted to address construction and restoration as recommended within the Bluff Creek Natural Resources ManagementPlan for the 2008 fiscal year. This project is the first phase of the Bluff Creek Management Plan for 2008. Staff is planning to make improvements to the rest of the ravine #2 in late 2008 or early 2009. RECOMMENDATION Move to approve the quote submitted by Parrott Contracting in the amount of $28,770.00 and authorize the improvements as discussed in this background.
