BACKGROUND
At the February 25, 2008 Council work session, staff reviewed the Lyman
Boulevard roadway improvement, Phase 1, and staging plans with the Council.

DISCUSSION
Carver County is completing the plans and
construction plans for Lyman Boulevard from
Road South (CSAH 17). The project will widen
rural section to a 4-lane urban divided
to accommodate the anticipated
tentatively set for May 19,2008 with
completion in 2009. The project is
increased traffic volumes on Lyman Boulevard
High School.
A pedestrian underpass is proposed under Lyman Boulevard betweenA.lldllbop
Road North and South. This underpass is a critical connection for the City'sttail
system. It will connect the new development areas south of Lyman in the 2005
MUSA to the existing trail system north of Lyman and to the High School. A
trail is included in the project on the north side of Lyman Boulevard from Galpin
Boulevard to Audubon Road<Soptll..A.'13Q'boardwalk is planned to span a
wetland north of the trail underpass to direct pedestrians to the underpass rather
than the intersection of Audubon north and Lyman Boulevard.

A new crossing for the Twin Cities and Western Railroad is proposed to match
the new roadway section. New crossing guard arms, roadway approaches and
sensors will be installed. A signal pre-emption system will be installed when a
train is approaching so the intersection at the signal will be cleared.
An 18" trunk watermain will be installed from Galpin Boulevard to Audubon
Road South in conjunction with the High School improvements. Most of the
watermain to be installed is included in the High School improvement project.
The watermain will be installed in the Lyman Boulevard right-of-way. An 18"
trunk watermain from Audubon Road South to Audubon Road North is proposed
to be installed in conjunction with the Lyman Boulevard improvement project to
complete the trunk watermain looping system under Phase 1. An additional 8"
stub will be installed on the east side of Audubon. A portion of the cost for the
trunk watermain is proposed to be charged back to the future development as
connection charges. Watermain and sewer services are proposed to be stubbed to
the Holasek property. These costs are also proposed to be charged back to the
property as connection charges when the property develops. Because of the
timing of the project, and since the Lyman project is being lead by the County,
going through an assessment process would be problematic.
Four signal systems are included in the project at this time. The existing signal at
Audubon Road (CSAH 17) and Lyman Boulevard will be replaced. A signal will
be added at Lake Hazeltine Drive and Lyman Boulevard and a signal will be
installed at the north entrance to the High School. At this time, an additional
signal has been added to the project at the intersection of Galpin Boulevard and
Lyman Boulevard that was not included at the time Council reviewed the plans in
February. This signal installation should be contingent on the property owner to
the south of the intersection and the sole beneficiary of the south leg of the
intersection pay for this leg of the signal. Also, a right turn lane to this property
should also be installed in conjunction with the signal. These costs should also be
passed on to the property owner. Staff has been discussing these improvements
with the property owner but has not finalized an agreement.
Most of the roadway improvements on Lyman Boulevard will take place during
the 2008 construction season. A two month closure of Lyman Boulevard from
Audubon North to Audubon South is planned to complete soils correction and
install the box culvert pedestrian underpass. This section of roadway is planned
to be reopened on or before September 1, 2008. A significant amount of private
utilities will need to be moved prior to most of the soils correction work taking
place. Lyman Boulevard from Galpin Boulevard to Lake Hazeltine Drive is
anticipated to be closed until November 7,2008. Access to Lake Hazeltine Drive
will be maintained throughout the project. Detour of Lyman Boulevard is
planned for TH 10 1 east of Audubon Road and a detour on Galpin Boulevard for
the traveling public east of Galpin Boulevard.

In 2009, the work on Lyman Boulevard from Lake Hazeltine Drive to Audubon
Road South including the reconstruction of Audubon Road South of Lyman
Boulevard is anticipated to be completed by June 30, 2009 with a 2 month closure
of Audubon Road and Lyman Boulevard at this intersection. Final completion is
planned for July 19,2009.

FUNDING
The roadway project will require right-of-way to be acquired to accommodate the
wider street width. Carver County is completing a right-of-way plat for the
project. The roadway agreement for the project stipulates Chanhassen and
Chaska will acquire the property. Funding for the right-of-way is to be paid for as
stipulated in the roadway agreement. The City of Chanhassen will be responsible
for 45% of the right-of-way costs, Carver County 45% and the City of Chaska
10%. The estimated cost for right-of-way is $900,000. Staff is currently
obtaining appraisals for the properties in Chanhassen. At this time, the only
properties that should need to be acquired are the properties at the intersection of
Lyman Boulevard and Audubon Road South (CSAH 15) and the property directly
south of the intersection of Lyman Boulevard and Galpin Boulevard (CSAH 19).
The property owners have been made aware of the project and offer letters were
sent out on February 15,2008. In the event that a reasonable offer cannot be
negotiated, a condemnation proceeding may be necessary for the project. Staff
would like to avoid this option if at all possible but the City should keep all
options open. Condemnation proceedings take approximately four months to
complete. To keep the project on schedule, a quick take is planned for early June.
Funding for the project is proposed to come from several sources. The City of
Chanhassen will be responsible for 45% of the project costs, Carver County 45%
and City of Chaska 10% for the section midway between CSAH 19 and TC&W
railroad to midway between Audubon Road South and Audubon Road North.
The City of Chanhassen will be responsible for 40.29% of the project cost, Carver
County 40.29%, and City of Chaska 19.41 % for the segment west of the main
project area. Chaska School District 112 will be contributing $1,000,000 to the
construction project and will be dedicating land. The land value dedicated is not
included in the costs. MnDOT has allowed Chanhassen's Municipal State Aid
(MSA) funds to be advanced three years for use on an off-system corridor. The
advancement of funds means the City will not have available funds until 2012 for

The cost estimate in the CIP was from the August 2007 County estimate. Items
added in since January 2008 include a boardwalk and a signal at Galpin
Boulevard and Lyman Boulevard. The City costs are approximately 19% over the
budgeted amount. Hopefully bids will be competitive and the final costs will be
more in line with the budgeted amounts.

Description I
The city will need to participate in the reconstruction of Lyman Boulevard between Powers Boulevard and TH 41. The street segment is proposed
to be widened and urbanized to accommodate increased traffic volume from TH 212, new developments in the area and the new Chanhassen high
school. Improvements include roadway widening, signals, stormsewer improvements, trail improvement and trunk watermain improvement.
