DATE: May 12,2008 SUBJ: Downtown Decorative Lights & Signals: Approve Quote for Painting - PW003i REQUESTED ACTION Approve quote for painting. BACKGROUND The decorative lights in the median along W. 78th Street in the downtown have become faded and rusty. These lights were installed in1986when the down W. 78th street was reconstructed. For the last several years the Jights have not been energized because of complaints the lights are too bright and to save utility costs. Signals along W. 78th street including Kerber Boulevard;,TargetEall~(ind Powers Boulevard signal have become very rusty and thepaintischippingoff. Staff is proposing to paint the decorative lights and the three signals along W. 78th Street. Sixty-one (61) street lights are proposed to be cleaned and painted. These lights also include the decorative lights on the City Hall east parking lot and Great Plains Boulevard between W.78th Street and TH 5. Currently, the light poles in the median of W. 78th Street have two lights per post. These lights are proposed to only have one light per pole to reduce energy and to make the lights more of a decorative light then a light to illuminate the street. Attached is a picture of what the light pole would look like. The decorative light is ~roposed to be painted brown to match the brown color of the signal at W. 78t Street and Market Boulevard. The lights currently have 70 watt high pressure sodium lights which are proposed to be switched to 40 watt high efficiency compact florescent light bulbs. Staff looked at changing the lights to Light Emitting Diodes (LED), but it was found to switch the lights out to LED was not cost this application even though LED's tend to be more energy The decorative lights in the median on W. 78th Street between Target Lane and Powers Boulevard have been energized and switched out with the 40-watt florescent bulbs. Also, these decorative lights have been reduced to the one light design. Staff made these chang~stogiYeanex.ample of what the lights would look like. The poles still need to be painted. Todd Gerhardt Downtown Decorative Lights & Signals May 12,2008 Page 2 The three signals, Kerber Boulevard, Target Lane and Powers Boulevard, are proposed to be painted the same brown color as the decorative street lights and the signals east of Market Boulevard. Staff is also obtaining quotes for new banners to hang on the lights. Two painting quotes have been received for this work. Both quotes include the same scope of work, include sanding, cleaning and painting the decorative street lights and signals. The two quotes received are as follows: Lainhart Painting, Inc. Aerial Painting, Inc. $17,212.50 $24,095.00 Staff has checked references for Lainhart Painting. Lainhart Painting has checked out to be qualified to complete this work and their past work on similar projects has been acceptable. This work was budgeted in the 2008 CIF ST-020. Additional electrical work for this project is estimated to cost $2,500. Staff is planning to have this project complete before July 4,2008. RECOMMENDATION Staff recommends awarding a contract to Lainhart Painting, Inc. in the amount of $17,212.50 for downtown decorative street light and signal painting.
