Acting Mayor Geving called the meeting to order and opened with
the Pledge to the Flag.
MEMBERS PRESENT: Councilmembers Horn, Geving, Watson and Swenson.
MEMBERS ABSENT: Mayor Hamilton.
STAFF PRESENT: Don Ashworth, Bill Monk, Barbara Dacy.
VISITOR PRESENTATIONS: The Director and members of the South
Shore Senior Center were present to request funding for a portion
of their 1986 operating budget. They explained that their 3 year
funding arrangement with the Metropolitan Council expired in
mid-1986 and there was no choice but to seek local assistance.
Although the Council members voiced general agreement with the
request, action was delayed until formal review of the 1986
Municipal Budget scheduled for October 7.
A member of the Carver County Historical Society was also present
requesting funds for a pictoral updating of Chanhassen and short-
term use of a City office. The Council voiced general agreement
with the request, but again deferred final action to October 7.
PUBLIC ASSESSMENT HEARING, PHEASANT HILL/WALDRIP'S 2ND ADDITION:

The City Engineer, Bill Monk, reviewed the grading, sanitary
sewer, watermain, storm sewer, gravel base, concrete curb and
gutter, and bituminous surfacing aspects of the project. A
breakdown of the final project cost of $564,597.14 was also pre-
sented with the proposed assessment roll.
Esther Steller was present to submit a written and verbal appeal
of the method used to calculate the water assessments for her
lots given the previous water assessments levied as a part of the
North Service Area. Mrs. Steller argued that she was being
double assessed for water benefit and the assessment as noted
should be reduced.
Thomas Klingelhutz was present and noted the high engineering fees
at 20% of total construction costs. He also noted the fact that
the project was still incomplete even though the completion date
was July 15 in the specifications.

James Anderst stated his dissatisfaction with the final costs
for the lots in Orchard Hills given the estimates included in the
feasibility study.
Paul Palmer agreed with Mr. Anderst's comments and noted a speci-
fic drainage concern with Lot 1 of Orchard Hills that required
correction.
Mike Hildebrink of Properties Three which owns the existing
sevenplex was present and noted a private agreement that stated
the assessment to Lot 2, Block 2 of Waldrip's 2nd Addition would
not exceed $13,500. Mr. Hildebrink and Mr. Palmer requested the
assessment roll be modified to coincide with the private
agreement.
There being no further public comments, Councilmember Watson
moved to close the public hearing. Motion seconded by
Councilmember Horn and all voted aye.
Resolution 85-55A: Upon review of the assessment roll recom-
mended by the City Engineer and the public comments,
Councilmember Watson moved adoption and certification of the
assessment roll for the Pheasant Hill/Waldrip's 2nd Addition
Improvement Project for a ten year term at a 10.1% annual interest I
rate, commencing in 1986 with the following modifications:
1. The Steller's previous assessments for watermain be fully
credited against the per lot average proposed in this
project.
2. The Properties Three assessment be reduced in compliance
with the owners request only upon review and approval by
the City Attorney.
Motion seconded by Councilmember Swenson. All members voted aye
and the motion carried.
PUBLIC ASSESSMENT HEARING, 201 SEWER UPGRADE PROGRAM: The
following individuals were present:

The City Engineer reviewed the individual and community sewer
system construction. The breakdown of the $57,229.83 in local
costs as proposed on the assessment roll was also presented. It
was noted that the project was not yet finaled and restoration
work items were still in progress.

Maynard Happe was present and stated his satisfaction with the
overall project, but asked that the seeded areas of his property
be checked for erosion.
Martin Jones and Janet Quist voiced concerns regarding the final
status of the Dogwood Avenue surface and a collapsed culvert,
problems with which they attributed to this contractor.
Dan Tester was present to state his complete dissatisfaction with
the sod restoration done on his property.
There being no further public comment, Councilmember Horn moved
to close the hearing. Motion seconded by Councilmember Watson
and all members voted aye.
Resolution 85-55B: The Council reviewed the proposed assessment
roll and noted the public comments. Councilmember Watson moved
to adopt and certify the assessment roll recommended at an 8%
interest rate over a 5 year term commencing in 1986. Further,
that as the County secures permanent financing for this project,
the City reserves the right to adjust the interest rate accordingly
through the required hearing process. Lastly, staff was directed
to correct the restoration problems mentioned at the hearing as
the project is finaled. Motion seconded by Councilmember Horn.
All members voted aye and the motion carried.
1886 BUDGET WORKSESSION: Councilmembers reviewed the specifics
of the 1986 Budget as recommended by staff in anticipation of the
October 7 hearing.
Councilmember Swenson moved to adjourn the meeting. Councilwoman
Watson seconded and all members voted aye.
