A RESOLUTION FOR ADD~TIONAL FUNDING FOR HIGHWAYS
WHEREAS, there is a needj,for additional funding for highways
to preserve the existing roapways, reconstruct roads as
necessary, and complete the ~ncomplete system of roadways; and
WHEREAS, the 1981 Minnesbta State Legislature directed that
the motor vehicle excise taxi (MVET) be transferred to
Transportation by increasing! increments of 25% per biennium
beginning with 1984-85 bienn~um and ending with the total
transfer in the 1990-91 bien~ium; and

WHEREAS, the 1981 Legislktive law directed that of the
amounts transferred to Transportation, 75% go to the Highway
Users Tax Distribution Fund I(HUTDF) and 25% to the Transit
Assistance Fund (TAF); and
WHEREAS, the 1983 LegiSl~. ture, reacting to the State's
general fund shortfall, dela ed the MVET transfer to the 1986-87
biennium; and
WHEREAS, the 1984 Legisl~ture modified the schedule by
advancing the first phase ofl transfer to the year 1985 and was to
continue through the 1986-87! biennium; and

WHEREAS, the 1986 Legisl~ture acted to eliminate the transfer
of MVET funds for the 1986-8~ biennium; and

WHEREAS, the 1987 Legisl~ture acted to eliminate the transfer
of MVET funds for the 1988-8~ biennium; and

WHEREAS, the roadway systems under the jurisdiction of State,
County, City and Township car no longer be maintained to minimal
standards utilizing current ~unding; and
i
WHEREAS, the liveabilityi of Minnesota is highly dependent
upon its transportation syst~m of which the roadway system is the
major artery; and I
WHEREAS, a major portionl of the roadway system in the State
is over 40 years old and in reed of major repairs or reconstruc-
tion; and i

WHEREAS, the roadway sysltems will continue to deteriorate at
a faster rate than current ffnds will provide for future repairs
or reconstruction; and

WHEREAS, the major issue is to provide sufficient funds to
meet the needs of the total transportation system within the
State of Minnesota; and
WHEREAS, the Transportation Finance Study Commission has made
recommendations to provide additional funding.
NOW THEREFORE BE IT RESOLVED by the City of Chanhassen that
the City strongly endorses the State Legislature providing addi-
tional funding for transportation; and
FURTHER, since the Transportation Finance Study Commission
recommendations will provide such additional funding, the State
Legislature is encouraged to consider adoption of their recommen-
dations as outlined in the Transportation Finance Study
Commission's working draft document dated January 7, 1988.
