REGULAR MEETING
SUMMARY MINUTES
JUNE 23, 2008
Mayor Furlong called the meeting to order at 7:05 p.m. The meeting was opened with the
Pledge to the Flag.
COUNCIL MEMBERS PRESENT:

PUBLIC ANNOUNCEMENTS:
Mayor Furlong read an invitation to the 25 Anniversary of
the Fourth of July Celebration and outlined the schedule of events.
CONSENT AGENDA:Councilwoman Ernst moved, Councilman McDonald seconded to
approve the following consent agenda items pursuant to the City Manager’s
recommendations:
a. Approval of Minutes:
-City Council Work Session Minutes dated June 9, 2008
-City Council Verbatim and Summary Minutes dated June 9, 2008
Receive Commission Minutes:
-Planning Commission Work Session Minutes dated June 3, 2008
-Park and Recreation Commission Verbatim and Summary Minutes dated May 28, 2008
c. Approval of Request to Expand the Licensed Premises for Liquor Sales; Veterans
Monument Fundraising Event, Saturday, August 2; Chanhassen American Legion, 290
Lake Drive East.
Resolution #2008-39:
d. Approve 2008 Transfer of Excess Fund Balance in General Fund.
e. Approve Certificate of Compliance, Arboretum Business Park Third Addition, Steiner
Development.
All voted in favor and the motion carried unanimously with a vote of 5 to 0.
VISITOR PRESENTATIONS:
Tim Erhart, 9611 Meadowlark Lane, the owner of 120 acres of
property in southern Chanhassen where hunting has been allowed in the past, addressed item
1(b) regarding the amendment to Chapter 11 of the Chanhassen City Code concerning firearms.
He requested that hunting continue to be allowed on his property until development occurs in the
area and supported the opening of additional land for bow hunting. Tom Hughes, 2012 Lance
Avenue, Chaska is one of the invitees that has utilized Erhart’s farm for duck hunting. He also

asked that hunting continue to be allowed on Mr. Erhart’s property and supported the increase in
bow hunting.

LAW ENFORCEMENT/FIRE DEPARTMENT UPDATE.
With the 4 of July quickly
approaching, Sgt. Peter Anderley reviewed the rules regarding fireworks and information

regarding the 4 of July parade route and road closures. Councilwoman Tjornhom asked for
clarification regarding rules and policies for parking trucks and boat trailers in the city. Todd
Gerhardt asked Sergeant Anderley to explain the new program being used by the Sheriff’s
department that uses written warnings as a way of tracking warnings through the MDT system in
the squad car computers. Chief Gregg Geske informed the council that the fire department
recently installed two new laptops in their incident command vehicles, explained their

involvement in the 4 of July celebration activities, and the dive team’s involvement in an
incident in Waconia.
1(B). APPROVE AMENDMENT TO CHAPTER 11 OF THE CHANHASSEN CITY
CODE CONCERNING FIREARMS.
Todd Hoffman provided background information regarding the request for an amendment to
Chapter 11 concerning firearm use in the city. Councilman McDonald asked for clarification on
what kind of firearms are allowed for hunting in the city and the city’s permitting process.
Mayor Furlong asked for clarification on where bow and arrow hunting is currently allowed.
After comments and lengthy discussion among council members regarding timing issues and
what type of firearms are permitted, the following motion was made.
Councilwoman Ernst moved, Councilman McDonald seconded that the City Council table
action on the amendment to Chapter 11 of the Chanhassen City Code Concerning
Firearms. All voted in favor and the motion carried unanimously with a vote of 5 to 0.
COUNCIL PRESENTATIONS:
Councilman McDonald thanked city staff, especially Kevin
Crooks and Laurie Hokkanen, for arranging a tour of the water treatment plant. Councilwoman
Tjornhom congratulated Glenn Stolar for the good article about him in the Minnesota Parks and

Recreation magazine. Mayor Furlong noted the new banners being flow along West 78 Street.
ADMINISTRATIVE PRESENTATIONS:
Todd Gerhardt talked about the banners which
highlight the City of Chanhassen being named by Family Circle magazine as one of the top 10
cities in the country to raise a family, the promotion of Kevin Crooks as the new Water and
Sewer Superintendent, road construction update, completion of the new wells and that
Chanhassen was mentioned in the Minneapolis St. Paul magazine as a growth community.
Mayor Furlong thanked all of city staff and state agencies involved for a job well done on getting
the new wells constructed in less than a year.
Councilwoman Ernst moved, Councilman McDonald seconded to adjourn the meeting. All
voted in favor and the motion carried unanimously with a vote of 5 to 0. The City Council
meeting was adjourned at 8:35 p.m.
