86-12 e e e ./ CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: March 3, 1986 RESOLUTION NO: 86-12 MOTION BY: Swenson SECONDED BY: Hamilton A RESOLUTION AMENDING THE COMPREHENSIVE PLAN WHEREAS, the City, in accordance with the Metropolitan Land Planning Act, adopted the Comprehensive Plan on April 19, 1982; and WHEREAS, the City, in comformance with the Lake Ann Sewer Facility Agreement, must redesignate the present 1990 Metropolitan Urban Service Area as the Year 2000 Metropolitan Urban Service Area containing no more than 2,440 acres of developable land; and WHEREAS, the City, in conformance with the Lake Ann Sewer Facility Agreement, must amend the Comprehensive Plan to provide for a rural area development density of one unit per ten acres in general rural areas and one unit per forty acres in commercial agricultural areas and establish a minimum lot size greater than 2.5 acres in both areas; and WHEREAS, the City, in conformance with the Lake Ann Sewer Facility Agreement, will pursue the adoption of zoning regula- tions to enforce the proposed rural area densities; and WHEREAS, a public hearing was held on said Comprehensive Plan amendment on February 12, 1986 by the Planning Commission; and WHEREAS, the City Council considered said Comprehensive plan amendment on March 3, 1986; and WHEREAS, the City, in accordance with the Metropolitan Land Planning Act and the Metropolitan Council Guidelines for Reviewing Local comprehensive Plan Amendments, has determined that the amendment is consistent with the goals and policies of the Comprehensive plan and its land use element; and WHEREAS, the amendment has been determined by the Metropolitan Council to be in conformity with the Metropolitan Systems plans, the Metropolitan Development Guide, it appears to be compatible with the plans of adjacent communities; and WHEREAS, the Metropolitan Council has approved the amendment at their meeting of February 27, 1986; e e e '" -, NOW, THEREFORE BE IT RESOLVED, that the Comprehensive Plan be hereby amended to 1) redesignate the 1990 Metropolitan Urban Service Area boundary to the Year 2000 Metropolitan Urban Service Area, and 2) amend the Comprehensive Plan text as shown in "Exhibit A". Passed and adopted by the Chanhassen City Council this 3rd day of March, 1986. Within the Rural Service Area, Metropolitan investments will be made to the extent necessary to maintain rural standards of public services and inter-regional transportation links. Furthermore, under Metropolitan Council policy, Chanhassenls Rural Service Area has been designated as a General Rural Use Region. I j ( According to the Metropolitan Council IS definition, the General Rural Use Regions are those which include agricultural operations, parks, hObby farms, and residences. Within this zone, Metropolitan Council policies and standards also call for the encouragement of the continuation of farming, the protection of natural resources, and the rigorous enforcement of standards for the installation and maintenance of permanent on-site sewage disposal systems. The continuation of agricultural operations, and 2. As a holding zone for future development. The Metropolitan Council recommends that the city implement development density requirements in the rural area of one unit per ten acres in general rural use areas and one unit per forty acres in commercial agricultural areas. The Met Council also encourages that lot sizes be greater than 2.5 acres. Because Chanhassen's rural service area has been designated as a general rural use region, the city will pursue adopting zoning regulations which would enforce a one unit per ten acre development density and establish a zoning district which would enforce a one unit per forty acre development density for those lands having or desiring agricultural pre- serve status.
