Approve Quote for City Hall Standby Generator Improvements
PROPOSED MOTION
"The City Council approves quote in the amount of $67,000 to Quality Controls
& Integration, Inc. for generator purchase and Electrical Installation &
Maintenance Company in the amount of $16,900 for electrical improvements."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
At the July 14, 2008 City Council work session, staff reviewed options for a
standby electrical generator at City Hall. The City Council directed staff to
complete the plans and specifications and solicit quotes for a permanent standby
generator. .
DISCUSSION
Staff has received quotes for purchasing a standby generator and electrical
improvements.
The quotes received are as follows:
Generator:
Ziegler Caterpillar $71,255.00
Quality Controls & Integration, Inc. $67,000.00
Two quotes were received. The specifications call for a 200KW permanently
fixed unit. The quote received from Ziegler, however, is for a 250KW because
they do not make the exact size the City Hall requires. The City recently
purchased a standby generator from Quality Controls & Integration, Inc. for Lift
Station #3 on Highway 7. Staff has not had any service and equipment issues
related to the Lift Station #3 generator at this time.

The City received the lowest quote from ElM. The City has also meet with ElM
on site and discussed their proposals with them. The scope of work in ElMs
quote appears to be consistent with the plans and specifications. ElM has worked
on recent City projects which included Wells #12 and #13. They also were the
electrical contractor on the East Water Treatment Plant. ElMs work for the City
has been acceptable.
The City is also out for quotes for site work which includes constructing a
concrete pad and masonry wall for the permanent generator. This work is
estimated at around $18,000.
The total construction cost for this project will be $101,900.
This project is anticipated to start mid-October and be completed by the end of
November.
This project was budgeted for in this yeats CIP # EQ-085.

Description
This project funds the purchase of a standby generator for powering all of city Hall in emergency situations.
Justification
The current 5Kw standby generator which supplied power to the telephone system and the network server room is no longer functional. Due to
both upgrades to the telephone system and network hardware, it did not have the capacity to fully power these systems in full when functional. A
150Kw standby generator is being requested in order to supply power to all of City Hall in emergency situations. City Hall has been designated as
the Emergency Operation Center for emergency events. Standby power is neccessary to ensure this can be maintained in the event that outside
power is not available.
