Public Works Maintenance Facility Project 08-03: Approve Quote
for Granular Borrow Material and Trucking Services
PROPOSED MOTION
"The City Council approves a quote for the unit price of Granular Borrow
material in the amount of $1.35/yard for an estimated total cost of $20,250
from Mer! V olk Sand and Gravel and a quote for trucking services in the
amount of $88.00/hour for an estimated total cost of $88,000 from Russ
Malacha Trucking."
City Council approval requires a simple majority vote of the City Council
present.
BACKGROUND
On September 8, 2008, the City Council approved a contract for architectural
services for the new public works maintenance facility.
On September 8,2008, Council approved an Interim Use permit for preliminary
grading and soils correction of the site.
DISCUSSION
In conjunction with the public works maintenance facility improvements, soil
corrections are needed and additional suitable soils for the building foundation are
required. To save cost on soil corrections and site preparation and since the
public works department has the expertise to complete this work it was
determined to complete this work in house. However, since the City does not
have all the equipment or suitable soils necessary to complete this work, staff has
received quotes for additional trucking and select granular material.
It is estimated that 15,000 cubic yards of organic clay (topsoil) will need to be
hauled off site and another 15,000 cubic yards of suitable granular borrow
material (sand) will needed to bring the site up to preliminary grades. In order to
complete this work this year, additional truck services will be required. The City
will still use its larger dump trucks for this work.

Staff has received quotes for this work as follows:
Granular Borrow Material
Merl Yolk Sand and Gravel $1.351 cubic yard - price includes disposal of
organic clay (topsoil)
Mueller Sand & Gravel $2.00/cubic yard - price does not include disposal
of organic clay
Using the Merl Yolk Sand and Gravel quote for 15,000 cubic yards, the estimated
cost is $20,250. The quote is for material as needed; the City will not be required
to purchase 15,000 if it is not needed.
Trucking
Russ Malacha Trucking
Jacobs Trucking
$88.00/hour/truck
$97.001 hour/truck
Based on the amount of material to truck, staff estimates needing an additional
1,000 hours of trucking to complete the work. Staff will hire these trucks on an as
needed basis when material is ready to be removed and placed. Using Russ
Malacha Trucking's quote, the estimated expenditure is $88,000.
Additional expenditures staff will incurred for this work includes rental of
backhoes, a dozer and a soils compactor. These rental charges are estimated to be
$30,000. The equipment is proposed to be rented from Pat Minger Construction
on a hourly basis. Staff has checked with Ziegler Rental on the same equipment.
Ziegler rentals are higher than Minger Construction rates.
The total estimated cost to correct and prepare the site for a building is $138,250.
These costs were anticipated at the time the budget was estimated. The budgeted
amount for this work was $210,000. If the City would have bid out this work to a
contractor it is estimated the cost would have been $500,000.
Weather permitting, the work is estimated to be completed by the end of October.
