Approve Plans and Specifications; Authorize Ad for Bids
PROPOSED MOTION
"The City Council approves the plans and specifications and authorizes
ordering the ad for bids for the Audubon Road Watermain Improvement
Project No. 08-13"
City Council approval requires a simple majority vote of the City Council
present.
DISCUSSION
Construction of the 2005 MUSA infrastructure provided one water connection to the
City's water system for the K. Hovnanian Homes townhouse development on Bluff
Creek Boulevard and future developments in the 2005 MUSA west of Bluff Creek.
The reconstruction of Lyman Boulevard this summer extended water south of Lyman
Boulevard on Audubon Road to the project construction limits. This project will
extend watermain from the Lyman Boulevard watermain improvements to the K.
Hovnanian Homes development in Audubon Road right-of-way to provide a
secondary water loop for this area.
There are many benefits to providing a second water connection to the City's water
system infrastructure. If one side of the watermain loop happens to fail, water will
still continue in service without disruption to the residents. Looping the watermain
also provides safety to the residents in case there was a structure fire because it
provides better sustained pressures. Better water quality is also a result of looping the
mains instead of having one long deadend line. The AUAR study for this area
recommended extending a secondary watermain loop along Audubon Road for this
area. Also, the recently completed 2008 Water Comprehensive Plan identified this
watermain loop as a necessary improvement for water reliability, pressure and water
quality in this area.
This project will loop watermain in the 2005 MUSA and consist of directionally
drilling approximately 3,000 LF of 8" pipe in the right-of-way of Audubon Road.
The watermain loop will connect Lyman Boulevard to the Liberty at Bluff Creek
subdivision. The reason for directional drilling this watermain is because it results in
less disturbance and restoration work than the open cut method. By direction ally
boring the watermain, this improvement can also be completed in winter with less

disruption to the property owners in the area. Staff will notify the property owners in
the area when construction will start and the estimated duration of construction.
Funding for this project has been budgeted in the 2008 CIF, Project W-039.
