Award of Bids, Bluff Creek Restoration Project, SWMP 12-Y
REQUF~TED ACTIQN
Award contract to Sunram Consu'uction, Inc. in the amount of $114,254.20 for the
restoration of Bluff Creek.
DI~3JSSION
The City Council approved the plans and specifications for the above project and
authorized the project to be put out for bid on April 14, 2003.
The engineer's estimate for the restoration is $100,000.00. The funding for thi.~
project will con'~ from the City's Surface Water Management Plan fund (Fund 720).
This project is included in the ~ Water Management portion of the City's
Capital I .mpmve~t Plan.
The City solicited bids from area contractors for the proj~ Bids were opened on
May 19at 10:00 a.m- Aletter fromBonestroo, R~ ~ a~Associates
(Bonestroo) is attached summarizing the quotes. The apparent low bid was no longer
valid after a ma~ error was corrected. For thi~ reason, Bonestroo has
recorded award of contract to the new lowest bidder, Suntara Constn~i~ Inc.,
in the amount of $114,254.20. City staff cimcurs with this recommendation. Suntara
Construction, Inc. has previously worked within the City of Chanhas~
Costs have been minirni~l to the extent possible by using material excavated fi'om
the Lake Susan Regional Pond reco~on project to fill the old channel during
Spring 2004. Also, the City may elect to have the slreet crew perform the Spring
2004 work if costs are less to do so.
One of the two bid alternatives would allow the conwactor to complete the project in
2004, allowing the newly constructed channel to revegetate over the summer. The
second bid alternative was to substitute ~e for the river rock. The limestone
would look less natural, but would afford some cost savings. Staff reconm:~nds
awarding the contract to Suntara Construction, Inc.

because tho planting costs were hisl~' than anticipated. These bids have been reviewed and fotrnd to be
in ordor.
All of the above Contractors have proven they are capable of performing tho work associated_ with this
type of project. If the City Council wishes to award the project to the low bidder, then Sunram
Construction Inc. should be awarded tho projoct on the Base Bid Amount of $114,254.20.
At tho time of tho bid opening, the apparent Iow bidder was DMJ Corporation. Errm,s were discovered in
their bid during the bid tabulation that Increas0d their actual bid amount. This matter was disoussed with
the City Attorney.
