Theft from Vehicle
Within the last six weeks, 19 incidents of theft from vehicle have been
reported in Chanhassen. Thefts are occurring in the parking lots of
our industrial/business district and an apartment'complex. Thefts are
occurring after dark and criminals are targeting vehicles .with
add-on stereo systems.
Please be aware that leaving ANY valuables in plain view in your'
vehicle or leaving your vehicle unlocked is an invitation a criminal.
The City of Chanhassen'& the Carver County Sheriffs
Office are asking ci~zens to exercise the following:
Immediately report all suspicious activi .ty by calling '9-1-1.
Suspicious activity includes:
· Anyone looking in or tampering with vehicles.
· The sound of breaking glass.
· Anyone loitering in the parking lot (especially late at nigh0.
Prevention Recommendations · Always lock your vehicle.
· Don't leave valuables in your vehicle. If you.do, make sure they
are kept out of plain sight .... lock them in your trunk.
· If you have an add-on stereo system that is portable, remove the
faceplate or the stereo and take it with you.
Do not confront the suspect(s), but try to obtain a description of the
person(s), and their vehicle~icense plat~ If the suspect leaves, get a
direction of travel

Crime Alert Update - Theft From Vehicle
Attention Chanhassen Business Watch Members:
The City of Chanhassen has experienced another wave of thefts fi.om vehicles. A total of 19 thefts have been
reported within the last six weeks and are occurring in the parking lots of our industrial/business district and
apartment complexes.
Theils are occurring after dark and criminals are stealing add-on stereo systems. In most cases, car windows are
being smashed to gain entry.
Recommendation:
Distribute the attached crime alert flyer to employees/tenants. Employees who work evening and over night
shif~ should be especially alert to suspicious activity in the parking lots.
If you are unable to open thc crime alert flyer attachment, reply to this e-mail requesting a copy be faxed to your
business (include fax number), or indicate how many fliers you need sent to your business (include address and
contact name).

Crime Alert Update - Suspicious Male
Special Attention: apartment properties, hair salons, tanning salons, and shops that employs primarily females
Immediately call 9-1-1 ff you encounter thia person. Try to obtain a vehicle description/license plate
number and direction of travel.
On May 1, 2003, another incident was reported involving the same male who exposed himself at a Chanhassen
salon on
April 23.
On Wednesday, April 30, 2003, the suspect was observed pacing in front of a Chanhassen apartmem rental
office. When approached by the property manager, the suspect stated he was lost and was looking for someone.
In conversing with the (female) manager, the suspect spoke erratically and talked about living in big cities like
New York; he would change to another topic in mid sentence. When the mailman entered the office, the suspect
immediately asked to use the restroom. Upon the request of the manager, the suspect left.
There was no crime committed on April 30, only suspicious behavior. In every incident, the suspect asked to
use the restroom.
Suspect Description: White male; 30-35 years old, 5'7", 150 lbs., brown hair

Fire Department Overview:
Staffing is at 42 firefighters as of May 19, 2003. Our allocation is 45 PTE's.
We put our retrofit to the pump on Grass rig 217 inw service. The truck now carries 200 gallons
of water and Class A foam~ Additionally, we added large diameter "wildland" fire hose, which
will give us more flexibility and potentially lgemter effectiveness. The recent double house fire
in Eden Prairie was started by a grass fire nearby.
We are concerned about the current allocation of staff and resoumes for Fire Inspections. With
the Fire Inspector involved with other duties in the City (safety and emergency management), we
are only able to handle plan reviews of the new buildings. Inspections of existing smwmms are
not occurring to the degree that ensures fire code compliance.
Call volume continues at a record level, approximately 26+% higher than last year, through
5/1/03. At current trends, we would expect year-end calls to exceed our annual record of 799.
Our busiest quarters are typically the second and third quarter.
We are approaching severe weather season in Minnesota. The damage and desmmfion from
tornadoes in Kansas, Missouri and Tennessee recently is a sober reminder of our vulnerability to
Mother Nature's whim. Our training and emergency plans prepare us for response to these types
of incidents.

This past month we completed a 16-hour Leadership 2 class at the fire station. The class was
held on Saturday May 3ra and Sunday May 4m. The insmaction was provided by two of the top
fire instructors in the nation from the National Fire Academy. This is the second year of offering
this class. The topics that we covered this year were:

One important point, the cost of brining these two ins~acto~ to the Chanh~ Fire
Department has proved to be a better option than sending students out of town for the classes.
Overall, the cost per student to send them out for a weekend conference of this caliber is
approximately $500.00. The cost per student for this in-house class was $90.00. We had a total
of 31 students in the class, with 16 of those students from Chanhassen Fire Department. For the
outside departments, we did charge a fee for the class to help offset the costs.
Overall, this was another succes~ class that we will do again next year; however, focusing on
different subjects.
As a reminder, the drill at the Dinner Theatre will be held on June 16t~. If any City Council
member wishes to attend to take part in the drill, or be an observer, please give me a call or
e-mail. We would love to have the council involved in this drill, or any other training that grabs
your interest.
1. Westwood Church is progressing. Fire suppression systems testing should be starling in
the next few weeks as well as the fire alarm systenz There have been very few problems
with the project.
2. Buffalo Wild Wings Restatwaat plans have been reviewed and consmLetion has begun.
3. Chipotle Restaurant has started conslxuction and is progressing well.
4. Plans have been reviewed for a 53,790 office/warehouse for the Temple of Eck project.
5. Construction of the new production area for The Press has started. The roof is on and the
walls are being installed.
6. The Fire Dept. will be accompanying the building ins~ when they start the rental
housing inspections. This will be a good opportunity for the Fire Dept. to do a joint
inspection with the Building Dept. for a very thorough walk-thru.

7. Testing of fire suppression equipment at the new Kindercare Daycare will occur when
construction is further along.
8. Plans for the General Mills warehouse expansion have not yet been submiued for
review. We anticipate seeing them any day now.
Fire Prevention:
We are starting to receive requests for neighborhood block parties as well as birthday party
tours. The duty crews on Friday and Saturday evening will be promoting more activities at the
fire station while they are on duty. We will be trying things like tours, blood pressure checks,
fire helmets for kids, and other idems. We have rec~ved great feedback from the crews working
to expand their duties. A committee has been put together to review and implement new ideas.
This is really mining into a great a marketing tool for the Department. We will track the number
of visitors that stop by on Fridays and Saturdays for a visit.
We will need to continue to keep an eye on our variable costs driven by call volume such as
payroll, workers compensation and some equipment costs. We are working closely with city
staff to manage both our operating budget and capital plan. We continue to explore altemmive
funding sources such as State and Federal Grants to offset large-scale future purchases over time.
We also intend to continue working closely with local fraternal organizations as we have in the
past to jointly raise money for equipment.
The fire deparUnent held its annual banquet at the Chanhassen American Legion Club on Friday,
May 2, 2003. The event was aRended by retired firefighters, active firefighters, spouses and
friends. Retired Firefighter Dave Dressier was thanked and honored by our group for his 20
years of service ending September 2002. We had a total of 86 people in attendance with 29
coming from the retired ranks!
